Site work and paving for a mixed-use development in Allentown, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

It is the intent of this "Invitation" to secure a Contractor to construct/reconstruct ADA Ramps in accordance with the Americans with Disability Act and remove and dispose of sidewalk and/or concrete curb, located within the City limits, along with incidental work as may be authorized and required by the Contract Administrator. ADA ramps will be constructed primarily in residential areas and areas where the City will complete roadway paving improvements following UGI gas line and LCA Water line restoration work. The City reserves the right to reject any or all offers and to waive informalities and minor irregularities in offers received. The City reserves the right to reject any and all responses to the City's solicitation in the event the results of any such background check are found to be unsatisfactory to the City in the City's sole discretion. The quantities set forth in the response are estimates. Awards may be made for more or less. The City may make an award for all or some of the items set forth in the response and reserves the right to reject any or all bids. The City of Allentown reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the City that such bidder is properly qualified and responsible to carry out the obligations of the contract and to complete the work contemplated therein. Each bid shall be accompanied by an original Bid Bond signed by a surety company, with original signatures, authorized to do business in Pennsylvania in the amount equal to ten (10%) percent of the bid total or a Certified Check, an Irrevocable Letter of Credit, or bank check in an amount equal to ten (10%) percent of the bid total. All submissions must include a scanned copy of the Bid Bond through Public Purchase in the appropriate drop down. The Original Bid Bond must be received by the Purchasing Office no later than the public opening date and time, as referenced herein, in a clearly marked envelope, stating the Bid Number. Please mail bid security to Performance and Labor & Materialman's Bonds in the amount of one hundred (100%) percent of the contract price. Maintenance bond to comply with the Guaranty (See Section 1.17) in the amount of ten (10%) percent of the contract amount for a period of twelve (12) months from the final acceptance by the City. Please contact the Revenue & Audit Department, at 610-437-7506, if you have any questions Wherever the word "Contract Administrator" is used, it shall be understood to mean the Contract Administrator of the City of Allentown or his duly appointed successor, or representative, acting within the scope of the duties entrusted to them and as stated in the contract A bidder should only solicit MBE/WBE subcontractors, vendors, manufacturers, or suppliers whose services, material, or supplies are within the scope of work and which the bidder reasonably believes it will choose to subcontract or purchase. The City, without invalidating this agreement, may at any time, by writing order, order changes to the work within the general scope of the contract, consisting of additions, deletions or other revisions, providing the total amount added or eliminated does not exceed twenty-five (25%) percent of the total contract price. All such changes in the work shall be authorized by change orders and shall be executed under the applicable conditions of the contract documents. The Contractor shall furnish all tools, labor and materials of every nature necessary and required to perform the above mentioned work in a perfect and thoroughly workmanlike manner agreeable to these specifications, the ordinances of the City, the Standard Details and Specifications of the City of Allentown (see Attachment No. 1) and the Pennsylvania Department of Transportation Publication 408 and 72M (latest revision, all supplements and addenda) regulating the materials and construction of curbing, sidewalk and street paving and to the entire satisfaction of the Contract Administrator. The ADA ramps, however, shall be constructed as per the Standard Details and Specifications of the City of Allentown (Attachment No. 1) and shall include inset tiles of the size and make and manufacturer as specified on the detail sheets.
