Major components of the Work include: 1. Ash Monofill Final Closure Construction a. Stripping and salvaging of existing intermediate cover soils and grading of ash wastes to permitted final waste grades. b. Construction of an approximate 5.9-acre composite liner system comprised of two feet of compacted clay and an LLDPE geomembrane overlain with a synthetic geo-composite drainage layer. c. Placement of a 2.5 foot general soils rooting zone layer overlain with a 6-inch layer of vegetated soils. d. Placement of a 6-inch topsoil layer and vegetation 2. Sedimentation Basin SB-3 Decommissioning a. Abandonment and installation of storm water diversion structures. b. Excavation and grading for borrow materials to divert water away from and around SB-3. c. Haul road and ditch construction. d. Pond Dewatering Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. Those bidding on the project are welcomed to tour the site before and after the meeting. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are required to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such addenda as Engineer considers necessary in response to questions arising at the conference. Completed Bidders Proof of Responsibility, Document 00 45 17, must be submitted in accordance with the Instructions to Bidders Article 3, seven calendar days prior to the date bids are due. No bids will be accepted from any Bidder for which a Bidders Proof of Responsibility has not been received. The Owner reserves the right to reject the Bid from any Bidder deemed to be unqualified. No bidder may withdraw their Bid within 60 days after the actual date of the opening thereof. La Crosse County Solid Waste Department reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to award the Contract in the best interests of the County.
