Site work for a mixed-use development in Merced Falls, California. Completed plans call for site work for a power facility.

Online Portal Answers released via Addendum 3/11/24 N/A The Work is located at Merced Falls Hydroelectric Facility and Dam (Project), near Snelling, California. Installing a new handrail on the upstream side (reservoir side) of the approximately 550-feet long needle beam dam/spillway structure. The Project involves working on and/or over the reservoir water to install miscellaneous metal fabrication and supply, miscellaneous metal demolition on the existing needle beam structure, and field assembly and erection of miscellaneous metals on the needle beam structure as described within the Contract Documents. This is a Public Works Project. If the parking lot fills up, there is space on the frontage of Merced Falls Road which can be used for parking. Meet at the entrance of the parking lot for the meeting. Attendees shall wear closed-toed footwear. Hardhats and Fire Resistant (FR) clothing or coveralls are required as site access will be through the switchyard. These are mandatory requirements and any attendees who arrive without either of these items will not be allowed to enter the Project site. MID can provide FR coveralls during the site visit only, please coordinate in advance of the site visit. Work Completion - All Work shall be completed by May 30, 2024. Project Construction Costs - The estimated opinion of probable construction cost for the Base Bid Work is $180,000.00 The Work is located at Merced Falls Hydroelectric Facility and Dam (Project), near Snelling, California. The Work, in general, consists of installing a new handrail on the upstream side (reservoir side) of the approximately 550-feet long needle beam dam/spillway structure. The Project involves working on and/or over the reservoir water to install miscellaneous metal fabrication and supply, miscellaneous metal demolition on the existing needle beam structure, and field assembly and erection of miscellaneous metals on the needle beam structure as described within the Contract Documents. The scope of work for this Project consists of but is not limited to the following: 1. Demo existing support beams. o Clean area and prepare the area for handrail support bases. 2. Fabrication of new metal works. o Aluminum handrail, o Handrail post sleeves, o Bent plate hooks installed on existing downstream handrail. 3. Field installation. o Weld studs to existing needle support beams and install post base flange plates, o Install post base flange plates and adhesive anchors at concrete piers, o Install aluminum removeable posts and handrailing, o Install bent plates on upstream handrailing for temporary storage of downstream handrailing sections, o Clean area. The Contractor will assign a person during the preconstruction meeting to be trained by MID for TEMPORARY CONSTRUCTION EMERGENCY ACTION PLAN (TCEAP). The person will be responsible to communicate, train, and coordinate with all Contractor's personnel and Subcontractors to implement the TCEAP during the duration of the work, said training shall occur on the first day that a person comes to the Project site. A log shall be kept that documents the training of each individual who works on the Project. The log shall include the name (printed and signature) who is trained, the date of the training, and the company that they work for. To the extent achievable, the following schedule shall be used for the proposal process. MID reserves the right to modify the dates below as necessary. Contractor shall submit with their proposal the project construction schedule to complete the Work. Estimated Project Duration - 2 months Bidder's questions can only be submitted through the MID Procurement Portal and shall be submitted by the deadline specified within the MID Procurement Portal. The Contract shall be signed within ten (10) business days, not including weekends and legal holidays, after receipt of the Notice of Award. The Contractor shall plan and schedule not to work on District holidays which include the day of observance for: New Year's Day, Martin Luther King Jr. Day, President's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and the Friday thereafter, Christmas Eve, and Christmas Day. For purposes of having an alternate pool of contractors, no bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof. No interpretation or correction of the plans, specifications, or any other pre-bid document will be made orally. The District reserves the right to select any proposal that in its sole determination best meets the requirements of the District, regardless of bid price, or to reject any and all proposals. Bidders will be notified if additional information from them is requested, if they were not successful, and if they were chosen for one or more sections of the proposed scope of work, if more than one section exists. For any moneys earned by the Contractor and withheld by the District to ensure the performance of the Contract, the Contractor may, at his request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Sections 10263 and 22300 of the Public Contracts Code. Proposals may be rejected if they show any alteration of form, additions not called for, conditional bids, incomplete bids, obviously unbalanced prices, erasures or irregularities of any kind. The District reserves the right to reject any and all proposals. All bids shall be presented under sealed cover and accompanied by one of the following forms of bidder's security: certified check or bidder's bond. Bidder's bond shall be duly executed by a responsible corporate surety, authorized to insure such bonds in the State of California, and secured through an authorized agent with an office in California. The security for the bidder's bond shall be a percentage of the bid in an amount equal to at least ten-percent (10%). A bid will not be considered unless one of the forms of bidder's security is enclosed with it. The bidder's security shall be attached to the appropriate page in the Contract Documents.
