The purpose of this Request for Proposals (RFP) is to solicit competitive, sealed proposals for the development of a community-based 2035 Strategic Plan with a ten-year vision and a five-year action plan for the Town of Chelmsford, Massachusetts ("Town"). Objectives The Town intends to create its first Strategic Plan to chart the future of the Town through 2030 with a long view to 2035. The key objective of this RFP is to identify the right partner for the Town who is capable of successfully facilitating a visioning process with community input; and then translating the community's shared vision into a planning document. We expect the deliverable will identify goals and action plans that will help inform decisions related to developing Town programs and budgets for the next five years. The Town anticipates the project will take up to 12 months to provide adequate time to establish an outreach approach, research, robust citizen engagement and input, analysis, strategies, and opportunities, along with the implementation plan that will guide the Town for the defined time frame. The 2035 strategic plan will guide policy development, prioritize demands and opportunities, and generate an implementation plan to realize the defined vision. We expect the deliverable will be developed through the lens of community values with specific goals, targets, measures, milestones, and strategies. Specifically, this visioning process with the Town should: 1. build a stronger relationship between the community and local government by developing a shared set of priorities; and 2. help us identify options, consider opportunities, and determine any tradeoffs that may be necessary to reach our goals. 3. affirm and if needed, update the Town's vision and values statement. The Town is aware that there are a variety of perspectives, models, and approaches available to develop a strategic planning document; therefore, the successful firm should be able to recommend which model or model(s) will best enable the Town to complete its organizational and programmatic goals listed in the Scope of Work. Specific questions concerning the RFP shall be submitted via email to tmoffice@Chelmsfordma.gov. Questions may be entertained during the pre-proposal conference (see below), however, responsesto those questions may be deferred and answered at a later date. Oral responses are to be considered tentative. Written (email) copies of all questions and official responses will be supplied to all Consultants who register to receive the solicitation documents. Questions will be accepted until 10 AM on March 12, 2024.
