As of June 23, 2025, this project is in the design phase. Construction should begin in 2026. The City of Port Angeles is seeking qualified firms to perform a pedestrian crossing study along the First Street, Front Street and Marine Drive corridor which will be used to identified locations to receive and implement enhanced crossing treatments. This project has federal grant funding through the Washington State Department of Transportation's Highway Safety Improvement Program. The design of pedestrian safety enhancements within the First/Front/Marine Drive corridors at the locations identified in the crossing study are to include, but not limited to, rectangular rapid flashing beacons (RRFBs), curb extension, advanced signage, and channelization. A total of eight intersections are assumed to be part of the scope of the project, but additional crossings may be added if resources allow, following the completion of the site crossing study. The primary focus of the project is to improve pedestrian safety in the City of Port Angeles. The selected consulting firm will perform engineering study and design of the safety improvement project as well as support City staff with public meetings, right of way acquisition, open houses, and construction management. The selected firm will be responsible for all aspects of the pedestrian safety enhancements design and the PS&E package, including surveying, engineering, assistance with securing necessary R/W, completion of Environmental Documentation and any necessary permits, coordinating traffic engineering with WSDOT. Work may also include construction inspection or management during the construction phase. The PS&E package must adhere to WSDOT & City standards. Under the general direction of the City Engineer or designee, qualified firm(s) shall be responsible for, but not limited to the following tasks: o Preliminary Engineering Study and selection of Design Alternatives o Environmental Documentation & Permitting o Determination of R/W needs and R/W plan preparation if required o Coordination with WSDOT Traffic Engineers o 30% Design Package, Plans, and Estimate o Assist City with 30% Design open house/ public meeting o 60% Design Package, Plans, and Estimate o 90% Design Package, Plans, Specifications, and Estimate o Assist City with 90% Design open house/ public meeting o Final Bid Package, 100% Construction Plans, and Specifications o Bid support and construction management The City of Port Angeles reserves the right to retain the services of the successful firm for any subsequent phase (RW, CN) associated with this project.
