All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents Questions received less than ten days prior to the date for opening of Bids may not be answered. No bid may be withdrawn after the time for opening bids has passed. The Owner reserves the right to hold the bids for a period of sixty (60) days after the date of receiving Bids. The Supplier is Hereby Advised That Time is of the Essence on This Project and That the Contract Time of 180 Consecutive Calendar Days Total and Noted Restrictions Shall Be Strictly Observed. Liquidated Damages Will Be Assessed if the Contract Time is Exceeded. The Contractor May Apply for an Extension of Time in Accordance With the Provisions of the Contract; However, Such an Extension Must Be Approved Prior to the Contract Completion Date to Avoid the Imposition of Liquidated Damages. The Contractor shall note the funds for this project are provided thru DWSRF (Drinkng Water State Revolving Fund and American Rescue Plan Act- ARPA) monies. All applicable Federal guidelines must be met. The Owner reserves the right to reject any or all bids, to waive any informality in any bid, and to accept any bid considered advantageous to the Owner.
