The purpose of this Invitation for Bid (IFB) and accompanying specifications is to provide instructions and assistance in submitting a bid response to provide hot mix asphalt pavement (overlay) over existing roadways for Routt County. Please see the Scope of Work/Specifications for further details. The objective is to have a fully executed contract by April 26, 2024 with work completed no later than October 4, 2024. Routt County advocates open and fair competition among suppliers and contractors to provide the best goods and services for Routt County and its citizens. The County prohibits discrimination based on political affiliation, race, creed, color, national origin, ancestry, sex, sexual orientation, age, religion, handicap, disability, veteran status or genetic information in all business transactions, purchases and contracts. The failure or omission of a Bidder to acquaint himself/herself with existing conditions shall in no way relieve him/her of any obligation with respect to this IFB or to the contract. Proprietary information from competing Bidders shall not be disclosed to the public or to competitors. INQUIRIES AND NO CONTACT POLICY a) All questions must be received, in writing, prior to 2:00 p.m. Mountain Time March 26, 2024 and shall be directed only to Routt County Purchasing Agent Julie Kennedy at jkennedy@co.routt.co.us. Answers to questions received that would change and/or clarify this solicitation will be provided in writing, via an addendum to all firms that have received the original IFB after the date for questions has expired. In this way, we hope to eliminate multiple addendums. b) Questions will be answered by addenda that will be issued to all Bidders who received a copy of the IFB and posted electronically. The County shall not be legally bound by an addendum or interpretation that is not in writing. c) Any contact initiated by any Bidder with any County representative, other than the Purchasing Department representative listed herein, concerning this IFB is prohibited. Any such unauthorized contact may cause the disqualification of the Bidder from this procurement transaction. Information obtained from an unauthorized officer, agent, or employee of Routt County or any other person shall not affect the risks or obligations assumed by the contractor or relieve him from fulfilling any of the conditions of the contract for the purpose of this project. LATE BID RESPONSES a) Late bid responses shall be considered void and unacceptable. They will not be accepted and will be returned to the Bidder. b) It is the sole responsibility of the Bidder to ensure that their bid response is received by Commissioners Office personnel before the deadline indicated above. If you decide to utilize an express delivery service, please note that overnight service is not always delivered on the next day. Routt County Board of County Commissioners (BCC) reserves the right to reject any or all bid responses and to waive informalities and minor irregularities in bid responses received, and to accept any portion of the bid response that is deemed to be in the best interest of Routt County Recommend Award to BCC April 16, 2024 Contract documents fully executed April 26, 2024 Mandatory Pre-Construction Meeting After contract award with Project Manager before work begins by Contractor Start date August 5, 2024 Final completion date October 4, 2024 or as soon as practical Each bid response must be accompanied by a bid bond payable to the Routt County Board of County Commissioners for five percent of the total amount of the bid. As soon as the bid prices have been compared, the Purchasing Agent will return the bonds of all except the three lowest responsible Bidders within three days after the date of the bid response opening. When the contract is executed, the bid bonds of the two remaining unsuccessful Bidders will be returned. The bid bond of the successful Bidder will be retained until the contract, payment bond, performance bond and insurance certificate have been executed and approved, after which it will be returned. Insurance certificates must show the certificate holders name as the certificate holder and additional insured name must be Routt County, Colorado Board of County Commissioners. Attorneys-in-fact who sign the bid bonds or payment bonds must file with each bond a certificate and effective dated copy of their power of attorney. A performance bond and a payment bond, each in the amount of 100 percent of the contract price with a corporate surety approved by the Routt County Board of County Commissioners, will be required for the faithful performance of the contract. Owner must be Routt County Board of County Commissioners. Bonds submitted to the County must meet the following criteria: 1. The bond must be issued by a corporate surety authorized to do business as a surety in the State of Colorado; 2. The Owner must be Routt County Board of County Commissioners. 3. The surety issuing the bond must have a current Best's Rating of "A" or better (A- is not acceptable); 4. The bond must provide that jurisdiction for any action on the bond shall be in the Routt County District Court, Routt County Court or the U.S. District Court for the District of Colorado; and 5. The bond must provide that the substantially prevailing party in any action to recover on or enforce the bond shall have the right to recover its reasonable costs incurred in such action, including, without limitation, attorney fees. LIQUIDATED DAMAGES Routt County Construction Contact in the event Contractor does not complete the work by the Completion Date, as that date may be modified in writing by change order, County shall be entitled to damages which the parties agree to liquidate at an estimated $1,400 per day for each day the Project remains unfinished beyond the Completion Date of October, 2024. A Routt County Construction Contact is at the end of this IFB for your review. SCOPE OF WORK/SPECIFICATIONS a) Attachment A is the Excel Bid Response Sheet. Please ensure the formulas in Excel Spread sheet are accurate. b) Attachment B.1 is the Routt County Road Map. c) Attachment B.2 is the Steamboat Springs Inset Road Map. d) Attachment C is Hot Mix Asphalt Specifications. e) Attachment D is MGPEC Form #9. f) We have a 5% overestimate on the tonnage built into the calculations g) All tonnage for aprons has been included within the final tonnage (if applicable) h) Routt County does not have a permitted Hot Plant site available for use i) Traffic control will be required for any work at the aprons For questions or further information please contact Julie Kennedy, Purchasing Agent jkennedy@co.routt.co.us Direct Phone Number: 970-870-5316 Fax: 970-879-3992
