The purpose of this Request for Proposals (RFP) is to solicit proposals to furnish/provide investigative ownership search and title acquisition of all vessels deemed abandoned or derelict at the City's Public wharf, located at 522 Menchville Rd. S. The Contractor shall also furnish all permits, equipment, and labor to remove and dispose of all abandoned or derelict vessels located at City's public wharf located at 522 Menchville Rd. S., Newport News, VA 23602. Question Deadline: 03/22/2024 at 1:00 PM ET, Questions regarding this Request for Proposals (RFP) must be submitted in writing through online. Background The City owns a 50 ft. x 200 ft. parcel addressed as 522 Menchville Rd. S., Newport News, VA 23602. This parcel offers 200 ft. of vessel mooring along a wooden sheetpile bulkhead, adjacent to Deep Creek in Newport News. This parcel was deeded to the City in the 1950's to remain as "public use." This parcel has historically served as a load/unload facility for seafood, overnight mooring for seafood harvesters, and access to transient boaters for supplies to continue on their voyage. For several years, this facility has accumulated vessels that are no longer in service for various reasons and has rendered the area inaccessible. Investigation and vessel removal should occur no later than six (6) months after issuance of purchase order. Extensions may be granted for any vessel(s) that title/ownership is challenged by a citizen. Project site is 522 Menchville Rd. S. Work shall be completed during the hours of 8am - 5pm, Monday - Friday. There is not a pre-proposal conference scheduled for this project. Insurance The Contractor shall maintain adequate liability insurance, which shall protect and save harmless the City of Newport News, Virginia, and its officials from all suits and actions of every kind and description arising from injury or damage to persons and property in the prosecution of said work or in failure to properly safeguard same, and from all claims arising under the workmen's compensation laws. Following award of the contract, the Contractor shall furnish proof of said insurance prior to commencement of services. The City reserves the right to facilitate public inspection of records through electronic means to the extent possible
