Site work and paving for a mixed-use development in Chico, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
**As of April 10, 2024, project was awarded to Knife River Construction, awarded amount is $7,062,968.76.** GENERAL WORK DESCRIPTION The work, in general, to be done under this contract consists of reconstructing Rio Lindo Avenue and Notre Dame Boulevard using a combination of full depth reclamation with cement, grind and overlays, and cement treated subgrade. This project will include new concrete curbs, gutters, sidewalks, ADA improvements, Class II Aggregate base, HMA paving, and striping and signage all in conformance with the Caltrans 2023 standard specifications and standard plans, project plans, and these special provisions. The project will also include a new traffic signal installation at the intersection of Rio Lindo Avenue and Esplanade. This project includes two, non-concurrent phases. The first order of work involves submittals, material and equipment procurement. The second order of work involves physical construction upon the project site. It is the intent of the City to issue the Notice to Proceed for the first order of work as soon as the contracts is awarded. In the event the utilities have not completed their work along Rio Lindo Avenue prior to the issuance of the NTP the contractor shall schedule work along Notre Dame Boulevard and the portion of Rio Lindo Avenue from the Airport Bike Path to Cohasset Road. FUNDING SOURCE This project is funded with local, waste hauler franchise, Measure H and SB1 funds. ENGINEER'S ESTIMATE The Engineer's Estimate for this Contract is $7.7M CONTRACT TIME The Project has 85 Working Days. OBTAINING OR INSPECTING CONTRACT DOCUMENTS The Project Bid Book and Construction Plans may be obtained from the Public Purchase on-line bidding service. All addenda notifications will be emailed to plan holders by Public Purchase. All questions and requests for information regarding the project must be submitted through Public Purchase on the project link. Responses to questions will be distributed to plan holders via Public Purchase. Questions and Requests for Information must be submitted five (5) business days prior to bid opening. LICENSING REQUIREMENTS At the time the City awards the contract for this project, the Contractor shall possess either a Class A Contractor License or a combination of classes required by the categories and types of work included in this contract. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. CALIFORNIA PREVAILING WAGES REQUIREMENTS This project requires the payment of prevailing wage rates to be paid to members of each craft or classification performing work on this project. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. A copy of the California State minimum wage rates is not included in the Specifications advertised for Bid. They may be obtained online. The U.S. Department of Transportation (DOT) provides a toll-free "hotline" service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 a.m. and 5:00 p.m., Eastern Time, 1-(800) 424-9071. Anyone with knowledge of possible bid rigging, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. All information will be treated confidentially, and caller anonymity will be respected. REGISTRATION WITH DEPARTMENT OF INDUSTRIAL RELATIONS A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. PAYMENT RETENTIONS; SUBSTITUTION OF SECURITIES Five Percent (5%) will be withheld from each progress payment made to the contractor for work performed and will be held until completion of the work, its acceptance and the expiration of the period provided by law for filing liens by laborers or materialmen. In accordance with the provisions of Section 22300 of the Public Contract Code of the State of California, securities may be substituted for the monies which the City withholds, or the Contractor may request that retention be paid to an escrow agent.
