Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.

Rehabilitation project at a house located at 1019 15th Avenue . This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. 1. Remove existing brick chimney down below the roof line. Reconfigure the flu coming out of the chimney to meet 2015 IMC. Install framing to support the new sheathing patch. Flu pipe will need an approved roof flashing, storm collar and cap. 2. Remove existing shingles down to sheathing. Check over all the existing roof sheathing for any water damage, broken boards, and larger then 1/2 " gaps between sheathing replace as needed. If a sheath over is required a change order must be okayed by the Construction Officer before continuing. Patch the existing holes from the turtle/can vents. Remove the sheathing at the ridge per shingle over vent manufactures directions. Install ice and snow guard around the lower section of roof making sure to cover at least a 1 ft over top plate on the exterior walls below. Installed approved water barrier over the remainder roof. Install 30-year architectural shingles homeowners' choice of colors. New shingle over ridge vent. New plumber boots over the vents and split ring for the mast flashing. New 2" white style D roof edge. Permit required before work starts. 3. Repair existing white vinyl siding on the front gable with matching locking systems and color as close as possible match. Some of the siding needs engaged as well. 4. Remove existing basement stairs. Install new set stairs with tread, risers, and 3 stringers. This stair system may not be able 2015 IRC applicable due to existing stair well opening. Modifications will be needed to achieve the stair system close to building codes as possible. Handrailing must be installed. Awarding Contracts The lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience, previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented, operator experience, and financial stability. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the City's adopted procurement procedures. Submitted bid prices shall remain valid for 60 days after bid opening. Federal, State, and Local Reporting Compliance The contractor shall provide financial and programmatic information as required by the City of Rock Island to comply with all Federal, State, and local law reporting requirements. The contractor shall also adhere to all applicable Federal, State and local regulations including but not limited to the following. o US Department of Housing and Urban Development (HUD): 24 CFR 35 o US Environmental Protection Agency (EPA): 40 CFR 745 o US Occupational Safety and Health Administration (OSHA): 29 CFR 1926 Contact Information The primary contact person for this project is the City's Construction Officer. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. Bidder Qualifications & Requirements 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work
