Renovation of a detention facility in Rock Island, Illinois. Completed plans call for the renovation of a detention facility.

Submission of Hard-Copy Bids. Bids which are delivered by express mail, by regular mail, or in-person should be placed in a sealed envelope. The envelope should state "PROPOSAL FOR JAIL KITCHEN UPGRADE or a substantially similar sentence in a conspicuous location on the outside of the envelope. Pre-Proposal Questions. Any prospective bidder may ask the owner questions about the scope of the project and the process for submitting a bid. Questions must be submitted via email to LeAnn Ziegenhorn at lziegenhorn@ricosheriff.org, and must be received by the owner prior to 3:00 p.m., Central Standard Time, on the day indicated as the Last Day to Submit Questions in Article 2 of this RFP. General Contractor is responsible for purchasing and installation of the following major kitchen appliances in the 1983 jail. a) Tilting skillet braising pan (budgeted cost $29,061) b) Titling Kettle (budgeted cost $34,501) c) Convention oven (budgeted cost $28,348) d) Planetary mixer (budgeted cost $28, 085) . Last Day to Submit Questions: April 17, 2024 4. Written Responses to Received Questions Posted: April 18, 2024 Scope of Work A. In General. The General contractor shall oversee the upgrades in the Rock Island County Jail Kitchen, including all purchasing of appliances, labor, materials, and supplies necessary to perform the required upgrades. The contractor shall furnish and assume full responsibility for everything required for the orderly progress and proper execution and completion of the work, whether temporary or permanent and whether or not otherwise incorporated into the work including, but not limited to, drawings, materials, equipment, labor including subcontractors, transportation, construction equipment and machinery, tools, and other facilities and incidentals. B. Kitchen Hood Range Inclusion: Equipment Requirements o The new range hood installed must be a class 1 range hood in accordance with local code o The new range hood must integrate with the makeup air unit (AHU3) located in the machine room behind the kitchen o The AHU3 must engage/disengage when the fire suppression system is activated per local regulation o A regulation chemical fire suppression system must be installed in the new range hood o The suppression system must meet all local and state code requirements o The kitchen equipment's power and water supplies must disconnect when the suppression system is engaged per local/state regulations A pull station must be installed in an appropriate location per local/state regulations o The new range hood must be integrated into the fire control panel of the Jail o The new range hood must be integrated into the existing exhaust vent system o The backsplash under the range hood must be repaired and replaced at the start of the project C. Kitchen Hood Range Inclusion: Contractor Requirements o All positions of kitchen equipment, power supply, and water supply must be determined before the start of the project o Engineering team must determine that available water, power, and HVAC connection are appropriate before the start of the project o Work site plan must be developed with input from jail staff before the start of the project o Work timeline plan must be developed with input from the jail's staff before the start of the project o Dust shields must be installed and used at all times while work is being completed o HEPA filters must be used in all work zones, and if possible vented through the kitchens exhaust system o General contractor is responsible for damages to any existing or new equipment during the course of the work and must repair and/or replace said equipment o General contractor is responsible for securing any and all tools and equipment not immediately in use while on the job site o General contractor is responsible for communicating with the appropriate jail staff the work being undertaken that day, and which subcontractors will be present that day o The general contractor is responsible for the installation of any/all new access and/or maintenance hatches required for the completion of the work o Any vertical core holes through jail flooring must be x-rayed before core drilling is undertaken o Any horizontal holes through vertical surfaces must use a discovery pilot system before core drilling is undertaken o Any old or unused fire suppression equipment and/or kitchen equipment must be demoed and disposed of by a general contractor o A workspace and tool storage will be made available by the maintenance staff during the course of the project o Any and all equipment and/or tools required for the completion of the project must be provided by the general contractor Finance Committee Recommendation: May 14, 2024 8. Board Contract Approval: May 21, 2024
