Demolition, site work, paving and new construction of a civil project in Steamboat Springs, Colorado. Completed plans call for site work for a bridge / tunnel; for the construction of a bridge / tunnel; for the demolition of a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; and water / sewer project.
As of May 10, 2024, this project has not yet been awarded. A timeline for the award has not yet been established. The purpose of this Invitation for Bid (IFB) and accompanying specifications are to provide instructions and assistance in submitting a bid response to provide reconstruction of approximately 300 feet of roadway, the replacement of Trout Creek Bridge No. 926, subgrade construction, erosion and sediment control, bridge removal, retaining wall, irrigation improvements, rip rap and other miscellaneous roadway improvements. Please see scope of work for further details. The objective is to have a fully executed contract by May 10, 2024 with construction completed by June 30, 2025. It is the intent of the County to select a supplier to provide, at a minimum, the services listed below: The project consists of the construction of a new pre-fabricated bridge, detour signage and maintenance of route. Work will also require the removal of the existing bridge and grading of the existing roadway. The contractor shall obtain a permit for Stormwater Management during construction. The permit shall be transferred to Routt County once the project is accepted by Routt County. An erosion control supervisor will monitor the SWMP. Traffic control will be required along County Road 179. This project includes funding by CDOT administered FHWA Grants and Davis-Bacon Wages WILL be required. There will be a 0.0% DBE contracting goals and 0 hours of On the Job Training. a) Reconstruction of approximately 300 feet of roadway, the replacement of Trout Creek Bridge #926, removals, embankment, irrigation pipe, sub-grade construction, erosion and sediment control, bridge removal and disposal, guardrail, traffic control, rip rap, and other miscellaneous roadway improvements. b) Installation and maintenance of detour route c) Contractor will be responsible for coordination with relocation of utility providers as shown on cover sheet. d) Contractor to maintain irrigation flows for the duration of the project and work with irrigation owners to ensure satisfactory solution. e) Pre-construction meetings f) Weekly progress meetings g) Maintain project schedule as well as two week project schedule h) Maintain submittal log i) Perform monthly pay application meetings j) Do final punch list and walk through with Routt County Road and Bridge as well as CDOT representatives. k) The CDOT form 347, Certification of EEO Compliance, is no longer required to be submitted in the bid package. This form certified that the contractor/proposed subcontractors were in compliance with the Joint Reporting Committee EEO-1 form requirements. The EEO-1 Report must still be submitted to the Joint Reporting Committee if the contractors and subcontractors meet the eligibility requirements (29CFR 1602.7); we will, however, no longer require certification. For additional information regarding these federal requirements, please refer online. The following forms are required by the low bidder by 5:00 p.m. MT on the fifth business day, April 17, 2024, after the bid opening: a) CDOT From 605, Contractors Performance Capability Statement b) CDOT Form 621, Assignment of Antitrust Claims c) CDOT Form 1414, DBE List d) CDOT Form 1415, Commitment Confirmation e) CDOT Form 1416, Good Faith Effort Report (If DBE goal is not met). Only one copy of the bid response form is required. Routt County advocates open and fair competition among suppliers and contractors to provide the best goods and services for Routt County and its citizens. The County prohibits discrimination based on political affiliation, race, creed, color, national origin, ancestry, sex, sexual orientation, age, religion, handicap, disability, veteran status or genetic information in all business transactions, purchases and contracts. Bidder is responsible for any and all permits, license, fees, etc. necessary to complete the project. Routt County does not waive any building fees for its own projects. The failure or omission of a Bidder to acquaint himself/herself with existing conditions shall in no way relieve him/her of any obligation with respect to this IFB or to the contract. Proprietary information from competing Bidders shall not be disclosed to the public or to competitors. Offeror must clearly mark any material considered to be confidential and will be treated as such by Routt County to the extent permitted by law. All questions must be received, in writing, before 5:00 p.m. MT on April 12, 2024 and shall be directed only to Routt County Purchasing Agent Julie Kennedy at jkennedy@co.routt.co.us. Answers to questions received that would change and/or clarify this solicitation will be provided in writing, via an addendum to all firms that have received the original IFB after the date for questions has expired. In this way, we hope to eliminate multiple addendums. Questions will be answered by Addenda that will be issued to all Bidders who received a copy of the IFB and posted electronically. The County shall not be legally bound by an addendum or interpretation that is not in writing. Any contact initiated by any Bidder with any County representative, other than the Purchasing Department representative listed herein, concerning this IFB is prohibited. Any such unauthorized contact may cause the disqualification of the Bidder from this procurement transaction. Information obtained from an unauthorized officer, agent, or employee of Routt County or any other person shall not affect the risks or obligations assumed by the contractor or relieve him from fulfilling any of the conditions of the contract for the purpose of this project. Late bid responses shall be considered void and unacceptable. They will not be accepted and will be returned to the Bidder. It is the sole responsibility of the Bidder to ensure that their bid response is received by Commissioners Office personnel before the deadline indicated above. If you decide to utilize an express delivery service, please note that overnight service is not always delivered on the next day. Routt County Board of County Commissioners (BCC) reserves the right to reject any or all bid responses and to waive informalities and minor irregularities in bid responses received, and to accept any portion of the bid response that is deemed to be in the best interest of Routt County. Routt County Construction Contact in the event Contractor does not complete the work by the Completion Date, as that date may be modified in writing by change order, County shall be entitled to damages which the parties agree to liquidate at $2,000 per day for each day the Project remains unfinished beyond the Completion Date of May 31, 2016. A Routt County Construction Contact is at the end of this IFB for your review. The proposal guaranty shall be a certified check, cashier's check, or bid bond in the amount of 5 percent of the Contractor's total bid. Each bid response must be accompanied by a bid bond payable to the Routt County Board of County Commissioners for five percent of the total amount of the bid. As soon as the bid prices have been compared, the Purchasing Agent will return the bonds of all except the three lowest responsible Bidders within three days after the date of the bid response opening. When the contract is executed, the bid bonds of the two remaining unsuccessful Bidders will be returned. The bid bond of the successful Bidder will be retained until the contract, payment bond, performance bond and insurance certificate have been executed and approved, after which it will be returned. A performance bond and a payment bond, each in the amount of 100 percent of the contract price with a corporate surety approved by the Routt County Board of County Commissioners, will be required for the faithful performance of the contract. Owner must be Routt County Board of County Commissioners.
