Any certified DBE'S proposed by the contractor must be fully utilized with adequate documentation provided by the selected contractor to satisfy federal and PennDOT requirements. A DBE goal of 3.00% has been established for each construction phase contract. Federal Prevailing Wage Rates are required for this project.
