The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening of the bids. All proposals shall be accompanied by a Bid Bond in favor of Pierce County in the amount of at least five percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the Bidder, if awarded a Contract, will promptly enter into a Contract and furnish Performance Bond and Payment Bonds as provided by the law and approved by the Attorney for Pierce County. Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Payment Bond shall be equal to 100 percent (100%) of the Contract amount. The Bid Bond shall be forfeited to Pierce County, Georgia as liquidated damages if the Bidder fails to execute the Contract and provide Performance and Payment Bonds within (10) days after being notified that he has been awarded the Contract. All work on the project must be completed within 180 consecutive calendar days of date work begins. The Contractor shall be a current "Prequalified Contractor" with the Georgia Department of Transportation, Office of Contract Administration or shall be approved in writing by the Pierce County Board of Commissioners prior to bids being opened. A copy of the Contractor's "Notice of Contractor Qualification" as issued by the Georgia Department of Transportation or a copy of an approval letter from the Pierce County Board of Commissioners must be submitted with the bid. The Scope of Work Includes: Street and Drainage on Sandy Bottom Road from Jamestown Road to Cason Road. (Approx 1.09 Miles). The Georgia Department of Transportation Standard Specifications, 2021 Edition, applicable Supplemental Specifications, 2024 Edition and any Special Provisions or other provision contained within this contract will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia Department of Transportation Specifications.
