2448ITB Chlorine Tank Relining Bidders may view and participate in this solicitation at online. The City of Daytona Beach reserves the right to reject any and all proposals, or any portion of any proposal, or to waive any informalities in the bidding. Contractor will be required to have a certified FRPI-SP8310 inspector onsite throughout the duration of the project. The inspector shall document all aspects of the relining process and provide a detailed report with photos for each vessel once the work has been completed and passed final inspection. Inspector shall have the authority to authorize repairs and approve repairs and repair methods. The City will only accept Offers online through the Platform. No paper Offers will be accepted. The Bidder may secure information pertaining to Bid opening results on the Purchasing Division webpage https://www.codb.us/841/purchasing, or by emailing a request to purchasing@codb.us. Copies of preliminary tabulation sheets will be furnished upon request and receipt of a valid email address. Addenda/Revisions/Question & Answers: Participants shall review all revisions and answers to published questions before submitting an offer. The 'Question & Answer' feature is authoritative and shall be considered an addendum to the Solicitation. All published answers shall display in the Question and Answer tab. Ridgewood Avenue Daytona Beach, FL 32114 GENERAL Contractor will be required to have a certified FRPI-SP8310 inspector onsite throughout the duration of the project. The inspector shall document all aspects of the relining process and provide a detailed report with photos for each vessel once the work has been completed and passed final inspection. Inspector shall have the authority to authorize repairs and approve repairs and repair methods. 1. Prepare Surface A. Abrade surface with 16 grit abrasive grinding disc. B. Remove all degraded corrosion barrier to expose non-degraded fiberglass and achieve a 2-3 mil profile for secondary bonding. C. Apply secondary bonding agent, Atprime II. The secondary bonding agent must be applied within 8 hours after surface prep, if 8 hours is exceeded, the surface must be abraded again prior to application. Allow secondary bonding agent to cure in accordance with manufacturer's recommendation. Prior to application of liner an acetone sensitivity test shall be conducted to ensure the surface is sensitive to acetone. D. Conduct two 12" x 12" peel tests on the cured secondary bonding agent to ensure adequate bond is achieved. One test shall be conducted on the top half of the vessel, the other shall be conducted on the lower half of the vessel. The tests shall be conducted in the presence of the onsite FRPI-SP8310 inspector for documentation purposes. Retain sample for clientApply Liner: Derakane 510B Signia utilizing a DMA / BPO cure shall be used, the use of MEKP & Cobalt Naphthenate 6% shall not be permitted. A. The corrosion barrier shall consist of 4 layers 1 1/2 oz. ECR chopped strand fiberglass with one layer of nexus veil & one layer of C-veil, approximately 200 mils. Allow liner to cure until the surface is tack-free. B. Apply paraffinated Derakane 510B Signia utilizing a DMA / BPO cure system resin topcoat to the newly laminated corrosion barrier. If the topcoat is applied within eight hours of liner completion no surface prep is required. If eight hours is exceeded, a light surface abrasion is required prior to application of topcoat. C. Allow the topcoat to fully cure. Topcoat cure shall be verified using ASME RTP-1 2017, sec 6-910, para b, sub sec 7 acetone sensitivity test. 3. Post Cure: A. The completed liner shall be post cured in accordance with Derakane Corrosion Guide. The post cure will be 4-6 hours at 180 F. B. After post cure is complete, Barcol hardness readings shall be taken in accordance with ASTM D 2583 to ensure resin system has achieved a minimum of 90% of the resin manufacturer's recommended minimum cure for. If minimum Barcol hardness has not been achieved, additional post cure will be required until minimum average is achieved.
