The City of Rawlins, a Wyoming Municipal Corporation, (City) in collaboration with the Wyoming Community Development Authority (WCDA), is seeking proposals from qualified firms to undertake the SCADA (Supervisory Control and Data Acquisition) design and replacement project at the City s water treatment plant and wastewater treatment plant. This project aims to enhance the efficiency, reliability, and functionality of the SCADA systems at both facilities to ensure optimal operation and management of critical infrastructure. Funding for this project is provided by Housing and Urban Development (HUD) with funds overseen by WCDA. Project procurement, design, implementation and closeout must comply with all HUD and Federal regulations. Procurement of Federal sourced funding is subject to the City s Federal Grant and Loan Program Procurement Procedure with specific requirements for record keeping and conflict of interest that the proposers should be familiar with. The project funding is 80% grant for construction and installation of the system and 20% City match for investigation and design. There will be a mandatory Pre-Bid meeting (Virtual attendance is acceptable). The meeting will be recorded for future review by interested firms.
