Site work and paving for a mixed-use development in Snoqualmie, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Construction of the 384th Avenue SE Sewer/Sidewalk Project as shown on the plans and specifications. ESTIMATED PROJECT COST: $3,700,000 (excluding WA state sales tax) Bid results will be emailed to those contractors who bid on the project or who request a copy of the bid results. The City may reject any bid not accompanied by bid security or data required by the bid documents. A bid bond in the amount of 5% of the bid proposal must be submitted with the bid proposal. Factors considered in award of the contract will include the Contractor's experience and performance on previous contracts. Description of Work: Schedule A includes construction of approximately 2,010 linear feet of 12-inch-diameter and 40 linear feet of 8-inch-diameter sanitary sewer, 25 linear feet of 4-inch-diameter sewer force main, 8 manholes, and 900 linear feet of 6-inch-diameter PVC side sewers serving residences, together with all required connections, appurtenances, surface restoration, and traffic control, located along 384th Avenue SE. Schedule B includes the construction of pavement planing and overlay of the existing 384th Avenue SE roadway surface, including channelization and traffic control. This schedule includes the minimum work required by King County for restoration of the roadway surface following construction of Schedule A. If Schedule C is not awarded, Schedule B will be constructed to the extents and grades of the existing roadway. If Schedule C is awarded, Schedule B will still be awarded, and all Schedule B quantities will be incorporated with the Schedule C quantities to construct the Schedule C improvements as described in the Plans and Specifications. Schedule C includes the construction of approximately 1,910 linear feet of sidewalk improvements on the east side of 384th Avenue SE. The sidewalk project includes roadway widening, installation of curb and gutter, storm drainage improvements, approximately 420 linear feet of structural earth fill wall, sidewalk, replacement and relocation of mailboxes, asphalt and concrete driveways, property restoration, and traffic control. If Schedule C is awarded, Schedule B will still be awarded, and all Schedule B quantities will be incorporated in the Schedule C quantities to construct the Schedule C improvements as described in the Plans and Specifications. Special Requirements: All bidders must be licensed contractors registered in the State of Washington. All work performed on this project will be subject to the state prevailing wages. All bid proposals shall be accompanied by a bid proposal deposit in certified check or cashier's check, or surety bond in an amount equal to five (5) percent of the amount of the Bid Proposal. Should the successful Bidder fail to enter into such contract and furnish satisfactory performance (contract) bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Snoqualmie. City of Snoqualmie reserves the right to accept a proposal of the bidder submitting the lowest responsible and responsive bid, to reject any or all bids, republish the call for bids, revise or cancel the work to be performed, or do the work otherwise, if the best interest of City of Snoqualmie is served thereby. City of Snoqualmie also reserves the right to postpone the bid award for a period of thirty (30) calendar days after bid opening, except that upon mutual consent of the lowest responsive, responsible bidder and City of Snoqualmie, the 30-calendar day limit may be extended to allow legislative approval of the bid award. The Bidder to whom the City issues the Notice of Selection for this Contract shall furnish three (3) originals of the Performance and Payment Bond only on the forms provided in Section 00 04 20 herein, in the amount of 100% of the Contract Price, including any and all adjustments to the Contract Price, as security for the faithful performance and completion of the work. Such bonds must be executed and sealed by a duly licensed surety or sureties registered with the Washington State Insurance Commissioner, and the surety's (or sureties') name shall appear in the current Authorized Insurance Company List in the state of Washington published by the Office of the Insurance Commissioner. The surety should be bound by an attorney-in-fact, preferably a resident of this County, but certainly of the State of Washington. The scope of the Performance and Payment Bond or the form herein prescribed shall in no way affect or alter the liabilities of the Contractor to the City under the terms of the Contract Documents. The City may require the surety (or sureties) to appear and qualify themselves upon the bond. If at any time the City determines, in its sole judgment, that the surety (or sureties) are insufficient, the City may require the Contractor to furnish additional surety in form and arrangement satisfactory to the City and in an amount not exceeding that originally required. Payments will not be made on the Contract until sufficient surety as required is furnished. Question Deadline 04/15/2024 at 12:00 PM PT. No oral clarification or interpretations will be made to any Bidder as to the meaning of the Contract Documents. Requests for clarifications shall be made in writing (via e-mail, fax, or delivery) to the City's Project Representative at least seven (7) working days before the bid opening date. The Contractor hereby promises and agrees to diligently prosecute and obtain Substantial Completion of the Work within 200 working days (the "Contract Time"), and to obtain Physical Completion and Final Acceptance of the Work within the time and as specified in the Contract Documents. The Contractor agrees that Liquidated Damages shall be assessed in the amount of $2,775 per day for any failure to complete the Work within the Contract Time, for any failure to meet a Contract Milestone, and for any failure to achieve Physical Completion and Final Acceptance within the time and as required in the Contract Documents.
