CONTRACT NO. 24-S1 COMBINED SEWER CLEANING AND TELEVISION INSPECTION (PHASE 1) The scope of work includes the cleaning, television inspection, and preparation of pertinent inspection reports for approximately 28,000 linear feet of varying diameter combined sewers. The objective intent of this work is to identify existing pipeline conditions, suitability for rehabilitation and methods of rehabilitation. The Borough will consider Add Alternates for additional televising of varying lengths of varying diameter combined sewers. Any technical questions regarding the bid documents are to be directed to LSSE. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of West Newton to guarantee the bidder's entrance into the contract if given the award. Contract No. 24-S1 is being funded in part by a COVID-19 ARPA PA Small Water and Sewer grant from the Department of Treasury under the administration of the Commonwealth Financing Authority. Bidders will be required to comply with Title VI of the Civil Right Act of 1964. The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order No. 11246 and 11375. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
