The Town of Elnora (Town) is soliciting responses to this Request for Proposal from Engineering Firms (Firm and/or Respondent) interested in providing an assessment and feasibility analysis (Assessment) of the Towns existing infrastructure. Scope Summary The primary objective of this Request for Proposal (Request) is to identify interested firms that are highly qualified in conducting an in-depth assessment of the stormwater sewer infrastructure in the Town to suggest actions as determined based upon disrepair of particular box culverts within the Town, an in-depth assessment of the Towns wastewater treatment plant to define disposal parameters, and the overall condition of the stormwater system. This Request for Proposal will also provide a competitive means in which to select a qualified firm for the Assessment. Proposed Scope of Services Scope of Services The Town is seeking assessment and analysis as to the feasibility and potential cost of the following projects: 1. Building/Structural Needs Generally a. Repair of existing facilities actively in disrepair b. Improvement of existing facilities that may be at risk of disrepair 2. Box Culverts a. Repair of specific box culverts within the Town b. Improvement of existing box culverts to prevent future disrepair 3. Wastewater Treatment Plant a. Assessment of disposal parameters to allow for hauled wastewater in existing treatment plant#treatment plant Any questions relating to the Request shall be submitted in writing (either by U.S. Mail, facsimile, or e-mail) one week prior to the stated Bid Date, and shall be addressed to Deanna Callison, Town of Elnora Clerk-Treasurer, Elnora City Hall, 426 Odon St, Elnora, IN 47529 (clerk@elnora.in.gov). The subject line of any such correspondence must be clearly marked as Question for Storm water and Wastewater Assessment Proposal of [Name of Responding Firm]. Any response that may be necessary will be issued through Addenda that will be distributed to all known recipients of the Request. To ensure you are copied on such addenda, please alert Deanna Callison in writing as to your intent to submit. A Proposal may not be modified, withdrawn or cancelled by any firm for sixty (60) days following the time and date designated for receipt of qualifications. All Respondents shall provide a copy of any and all communications pertaining to the subject of this Request for Proposal electronically to counsel for the Town of Elnora, Hannah Russell at hrussell@hartbell.com. Separate Requests for Proposals will be issued by the Town for any projects arising out of the results of this Assessment. The Assessment period will begin on April 17, 2024 and must be fully completed on or before May 28, 2024. The method of Contractor Selection has not been Determined at this time
