Oral comments and/or instructions do not form a part of this RFP. All questions MUST be in the form of an email to Buyer listed on the Cover Page. Proposals submitted via fax or email will not be accepted. An optional preproposal conference will be held virtually via Zoom on Friday April 12, 2024, at 10:00 AM. The purpose of this conference is to allow potential offerors an opportunity to present questions and obtain clarification relative to any facet of this solicitation. The purpose of this Request for Proposal is to solicit sealed proposals from qualified sources to partner with NPS to provide a comprehensive web-filter capable of working on all operating systems in the district.Furthermore, NPS requires that the solution also allow for classroom management of the browsers during class time. The program shall include a wide variety of features that meet new requirements of technology and can provide reporting of online activities. Additionally, the program should include strong professional development and have a parental component. Award is anticipated for June with a tentative start date of August 1, 2024. Norfolk Public Schools reserves the right to purchase at a later date or implement the adoption in stages to provide support for the district during the implementation. Offerors responding to this solicitation must be responsible, regularly, and practically engaged in providing the services requested in this RFP. Offerors must also possess ample resources for fulfilling the requirements as detailed in this RFP. A term contract will be established after the evaluation process is completed and award is made. General Requirements for web-filtering and classroom management The Information Technology Department requires the following components. 1. Web-filter a. Ease of use and white-glove deployment b. Difficult to turn off or remove filter products without admin capabilities. c. Work on all Operating systems (ChromeOS, iOS, MacOS, Windows) d. Be CIPA and COPPA compliant. e. Control access to the internet at the application level. f. Be able to have separate BYOD filter and Internal network filters at different levels. g. Allow SSL decryption and reporting. h. Block anonymizing proxies. i. Work both on and off campus. j. Ability to block comment sections and thumbnails in YouTube and other social media platforms. k. Have the capability to allow onetime restriction overrides for specific groups. l. Be able to use group and individual management from AD and Azure Norfolk Public Schools reserves the right to accept or reject any or all proposals in whole or in part and to waive any informality in the RFP. Further, Norfolk Public Schools reserves the right to enter into a contract deemed to be in its best interest.
