Contract No. 2023-06 Building Lateral Sanitary Sewer Lining Phase 10 Designation of Work :- The work included under this contract covers the furnishing of all labor, materials, tools, and equipment required to complete the work as described herein, shown on the Contract Drawings and necessary for complete operating facilities. The work under Contract No. 2023-06 generally consists of sanitary sewer lateral lining. -The project consists of locating and lining existing 4-inch building lateral sanitary sewers from the Authority's building sewer tap connection to the house building drain. The work is shown and/or detailed on the Contract Documents prepared by KLH Engineers, Inc. The work under this Contract includes but is not limited to the following: 1. Location of existing building lateral sanitary sewers. 2. Construction of trap, vent, and cleanout assembly, where needed. 3. Lining of existing building lateral sanitary sewers. Location of Construction Work All construction work is proposed to be performed in North Huntingdon Township, Westmoreland County, Pennsylvania. A project address list and summary of work is provided in Appendix A. Questions Due Date Online Portal Deadline to submit Questions Apr 26th 2024, 4:00 PM EDT A certified bond payable to the North Huntingdon Township Municipal Authority or a bid bond on the bid form executed by the Bidder and a surety company approved by the OWNER, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications or any applicable statues of the Commonwealth of Pennsylvania or any applicable ordinances. No bid may be withdrawn for (60) sixty days after the scheduled closing time for receipt of bids. Contractor shall submit prior to contract award an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012. Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, or nation origin. This project is funded in whole or part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory. Contractors should give the best effort to solicit proposals from Minority, Women and Section 3 Business Enterprises for potential subcontractors. Notice is hereby given that all bidders must comply with Westmoreland County's Section 3 Plan included in the bid documents when related. Section 3 is a provision of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) that is regulated by the provisions of 24 CFR 75. North Huntingdon Township Municipal Authority reserves the right to reject any or all bids or to waive any informalities in the bidding. Estimated Contract Value: $175,000 Q/A- All questions about the meaning or intent of the Contract Documents shall be submitted to ENGINEER in writing. Replies will be issued by Addenda mailed, faxed, or delivered to all parties recorded as having received the Bidding Documents. Questions received less than five days prior to the date of bid opening may not be answered. Only interpretations written by formally written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. MBE (6.3%), WBE (6.9%) On request, OWNER may assist each Bidder who desires access to the site to conduct such investigations and tests as each Bidder deems necessary for submission of their Bid.
