This work is for lining the City's sanitary sewer mains and a storm drain pipe by the cured-in-place method, approximately 11,213 linear feet, and installation of approximately 189 top hats. The sewer mains are in various locations in the City and the storm drain pipe runs under Highway 12 from Chipman Lane south to a storm drain channel in the Suisun Slough. The storm drain pipe is connected to a pump and outfall in a channel in the Suisun Slough. The pump is maintained by the Fairfield-Suisun Sewer District (FSSD) and lining of the pipeline cannot begin until the storm drain pump is removed by the contractor. The removal and assembly of the pump requires approval of contractor's proposed work plan and schedule by FSSD. All work associated with the storm drain lining including the pump removal and replacement shall commence and shall be completed in August 2024. The liner installation and curing shall be during low tides. In general, the work to be performed consists of supplying all labor, materials, tools, equipment, implements and methods of process to complete the lining of sanitary sewer mains and a storm drain pipe. The project scope also includes cleaning, videotaping, prepping all pipes to be lined and service laterals that are to receive top hats; and removing and replacing end-of-line cleanouts. No pre-bid meeting is scheduled for this project. For bonding purposes, the Engineer's Estimate is $1,255,000. The City of Suisun City reserves the right to postpone the date and time for the opening of proposals at any time prior to the date and time announced in the advertisement. All proposals shall be valid for a period of sixty (60) days after the bid opening. The City of Suisun City reserves the right to reject any and all bids or to waive any defects or informality in the bidding. The deadline to submit questions is 12:00 noon on May 22, 2024, unless subsequently modified by the City by addendum. Only questions answered by formal written Addenda will be binding.
