The work to be performed consists of the installation of 100 L.F. of 8-inch diameter HDPE waterline by horizontal directional drilling, State Route (SR 322) asphalt restoration and associated appurtenances on Boal Avenue (SR 322) located in Harris Township, Centre County, PA. Each bid must be accompanied by a Certified or Bank Check, or Bid Bond naming as payee or obligee, as applicable, the State College Borough Water Authority, in the amount of ten percent (10%) of the total amount of the bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. The Successful Bidder will be required to execute the Agreement and to furnish a "Performance Bond" and a "Payment Bond," each of said bonds to be in the amount of One Hundred Percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents. The State College Borough Water Authority reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgement, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening. All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda, mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
