The Pennsylvania Game Commission (PGC), Northwest Region, is soliciting electronic Bids to provide access road maintenance on State Game Lands (SGL) #039 in Irwin/Victory/Mineral Townships, Venango County. The scope of the project generally includes resurfacing and related work on approximately 26,635 linear feet of existing access roadway across two segments. Except as otherwise provided by law, award will be made to the lowest responsible and responsive Bidder, and all Bidders will be advised of the Bid results. A Purchase Order will be generated at the time of award without further input from the successful Bidder. Awarded vendor will be sent a copy of this document and no work will be authorized until the vendor is in receipt of the Purchase Order. Project Description – See Project Summary and related Erosion and Sedimentation Control plan specifications and drawings / details included with the Contract Documents as well as supplemental information and requirements provided by PGC staff. This Soil Erosion and Sedimentation Control Plan is designed to control soil erosion at its source and to prevent runoff flows from carrying sediment beyond the work area limits. The Contractor is responsible for the implementation and execution of this plan and for providing and maintaining proper soil erosion and sedimentation controls during the duration of the project until permanent stabilization conditions are achieved. Ditching, grading, shaping 5 miles of game lands, roadways. Refer to the Technical Specifications for material requirements and construction / installation procedures for the different items of work. A. Circle Road (4869 linear feet or 0.92 miles) A.1 Provide Soil Erosion and Sedimentation Control BMPs as required and specified and as directed by PGC staff. Implement, maintain, modify, and add controls as required during construction to address and prevent erosion issues. Maintain an updated and current copy of the plan on-site at all times. A.2. Grade and shape roads to a minimum 16-feet wide ditch line to ditch line with a 12-foot cartway width. Establish centerline crown shape with 6% cross slopes as specified and as shown on the drawings / details. A.2.1 Clean out and grade ditch lines that direct surface water runoff flow to turnouts or culverts. Reestablish and extend turnouts and culvert tail ditches to direct runoff away from the road and to allow free gravity flow to eliminate ponding. A.2.2 Provide new turnouts and broad-based dips as required and as directed by PGC staff to provide positive drainage and to control and direct stormwater runoff away from roadway. A.2.3 Compact graded and shaped roadway with a 10-Ton (minimum) single smooth drum vibratory roller. A.3. Provide four (4) 18" diameter x 30-foot drain pipes. Coordinate with the PGC Project manager or his designee to ensure a PGC representative is on site to observe installation of all drain pipes. Drain pipe installation locations will be identified by PGC staff. Install pipes as directed with approximately 22 tons of 2A aggregate for each pipe. Minimum 88 tons of 2A coarse aggregate required. A.4. Resurface first 3,160 (RED SECTION) of identified roadway sections as follows: A.4.1. Use Borrow pit stone to build up 2,600 LF of road surface 12-feet wide x 12 inches compacted depth minimum (approx. 2,320 Tons) beginning at the field opening, ending at the West access road. Maintain centerline crown shape with 6% cross slopes. Compact with a 10-Ton (minimum) single smooth drum vibratory roller. A.4.2. 3,160 Linear Feet - Provide PennDOT 2A Coarse Limestone Aggregate road surface 12-feet wide x 4-inches compacted depth minimum (approx. 970 Tons) to the entire section ending at the West access road. Maintain centerline crown shape with 6% cross slopes. Compact with a 10-Ton (minimum) single smooth drum vibratory roller. B. Adams road (4,662 linear feet or 0.88 mile) - B.1 Grade and shape roads to a minimum 16-feet wide ditch line to ditch line with a 12-foot cartway width. Establish centerline crown shape with 6% cross slopes as specified and as shown on the drawings / details. B.1.1 Clean out and grade ditch lines that direct surface water runoff flow to turnouts or culverts. Reestablish and extend turnouts and culvert tail ditches to direct runoff away from the road and to allow free gravity flow to eliminate ponding. B.1.2 Provide new turnouts and broad-based dips as required and as directed by PGC staff to provide positive drainage and to control and direct stormwater runoff away from roadway. B.1.3. Use Borrow pit stone to build up 1,320 LF of road surface 12-feet wide x 12 inches compacted depth minimum (approx. 1,180 Tons) beginning at the pipeline, go past the bend, ending at the top of the hill. Maintain centerline crown shape with 6% cross slopes. Compact with a 10-Ton (minimum) single smooth drum vibratory roller. B.2. Provide six (6) 18" diameter x 30-foot drain pipes. Coordinate with the PGC Project manager or his designee to ensure a PGC representative is on site to observe installation of all drain pipes. Drain pipe installation locations will be identified by PGC staff. Install pipes as directed with approximately 22 tons of 2A aggregate for each pipe. Minimum 132 tons of 2A coarse aggregate required. C. King Road ( 17,196 linear feet or 3.25 mile) C.1. Grade and shape roads to a minimum 16-feet wide ditch line to ditch line with a 12-foot cartway width. Establish centerline crown shape with 6% cross slopes as specified and as shown on the drawings / details. C.1.1 Clean out and grade ditch lines that direct surface water runoff flow to turnouts or culverts. Reestablish and extend turnouts and culvert tail ditches to direct runoff away from the road and to allow free gravity flow to eliminate ponding. C.1.2. Provide new turnouts and broad-based dips as required and as directed by PGC staff to provide positive drainage and to control and direct stormwater runoff away from roadway. C.2. Provide seven (7) 18" diameter x 30-foot drain pipes. Coordinate with the PGC Project manager or his designee to ensure a PGC representative is on site to observe installation of all drain pipes. Drain pipe installation locations will be identified by PGC staff. Install pipes as directed with approximately 22 tons of 2A aggregate for each pipe. Minimum 154 tons of 2A coarse aggregate required. C.3 Resurface 2,759 and 500 Linear Feet (RED SECTIONS) of roadway as follows: C.3.1. - 2,759 LF Provide PennDOT 2A Coarse Limestone Aggregate road surface 12-feet wide x 4-inches compacted depth minimum (approx. 850 Tons) to the entire section of the road. Maintain centerline crown shape with 6% cross slopes. Compact with a 10-Ton (minimum) single smooth drum vibratory roller. C.3.1. 300 Linear feet- use Borrow pit stone to build up road surface 12-feet wide x 12 inches compacted depth minimum (approx. 270 Tons) from top of bend, down the hill, to the bridge. Maintain centerline crown shape with 6% cross slopes. Compact with a 10-Ton (minimum) single smooth drum vibratory roller. C.3.2. 500 Linear Feet - Provide PennDOT 2A Coarse Limestone Aggregate road surface 12-feet wide x 4-inches compacted depth minimum (approx. 160 Tons) to the entire section of the road. Maintain centerline crown shape with 6% cross slopes. Compact with a 10-Ton (minimum) single smooth drum vibratory roller. C.4 At completion, grade and compact with a 10-Ton (minimum) single smooth drum vibratory roller, all areas with 2A beginning at the King road parking lot.
