Demolition, site work, paving and asbestos abatement for a mixed-use development in Danville, Virginia. Completed plans call for the demolition of a residential development; for site work for a residential development; for asbestos abatement for a residential development; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Main St 99 Girard St 132 Johnson St 128 American Legion Blvd The scope of services performed included the following: o A visual non-invasive evaluation of accessible interior and exterior areas of the residential structure for suspect ACMs. The notice to proceed will be issued on or before June 28, 2024. All buildings must be demolished on or before September 27, 2024. Should you need more time than what is allowed, please state the reason(s) and the amount of time requested below. Upon the award of any public construction contract exceeding one hundred thousand dollars ($100,000) to a prime contractor, such Contractor shall furnish to the City a 5% bid bond with its Bid Proposal and a 100% performance bond and a 100% payment bond if awarded the contract Each bond required by this section shall be executed by one or more surety companies selected by the Contractor that is legally authorized to do business in the Commonwealth. Bonds required by this section shall be made payable to the City and shall be filed with the City of Danville Inspections Division. In lieu of a performance or payment bond required by this section, a contractor may furnish a certified check or cash escrow in the face amount required for the bond, such check to be returned or destroyed at the conclusion of the retainage period or when final asbestos removal is certified by inspections department. The City of Danville may deduct liquidated damages in the amount of two hundred fifty dollars ($250.00) for each consecutive calendar day the asbestos abatement and/or demolition goes beyond the stated date of completion. Consecutive calendar days will include weekends and holidays. The City will consider time delays for projects halted by the City, weather, natural disasters, declared emergencies, and other events outside of the control of the Contractor If you have any questions, please call me. Awards may be made to the lowest responsible bidder for each structure, or to one bidder according to the lowest responsible grand total bid for all structures. Awards may also be determined by the contractor that completes the work in the least amount of days, regardless of costs. Bid amounts must be provided for each structure and must be invoiced separately so that a lien may be placed on each property The proposed cost, and number of days to complete each project (if different than the proposed timeframe) will be considered in determining the lowest responsive and responsible bidder, in addition to all applicable evaluation criteria as listed in Danville City Code 30-50. The Contractor shall begin asbestos abatement process and/or demolition within 48 hours of receipt of the Notice to Proceed. The Notice to Proceed will include a final date of completion determined by adding twenty (20) days for proper notifications and by the average number of days from past demolitions SCOPE OF WORK: The Contractor shall perform all of the following duties in compliance with the terms outlined in its submitted Bid Proposal and any other applicable terms: The scope of services performed included the following: • A visual non-invasive evaluation of accessible interior and exterior areas of the residential structure for suspect ACMs. • The collection of representative bulk samples of suspect ACMs within each unique and homogeneous area (areas similar in appearance and material composition) utilizing wet sampling methods, clean extraction tools, and personal protective equipment. Materials sampled were done based upon ECS' understanding of the scope of work. Sample methodology was performed in general accordance with US Department of Labor and US EPA regulations for asbestos. • Submittal of collected bulk samples to a subcontracted analytical laboratory, for microscopic analyses utilizing Polarized Light Microscopy (PLM) with dispersion staining using US Environmental Protection Agency (USEPA) protocol in general accordance with NIOSH manual of analytical methods (USEPA 40 CFR Part 763, entitled Methods for Determination of Asbestos in Bulk Samples).
