John Liner Road Arterial Improvements. The City Intends to Select the Best Qualified Engineering Consultant or Consultant Team for This Work by June 2024; Construction is Planned for 2026. The City of Sedro-woolley, Washington, is Soliciting Interest From Consulting Firms With Expertise in Civil Engineering, Design of Multi-modal Facilities, Ada Requirements, Street Lighting, Storm Drainage, Federal Funding Requirements, and Other Related Professional Services. The John Liner Road Arterial Improvements Project Extends From Township Street (Sr9) to Street and Will Be Upgraded to a Complete-streets Standard. This project is part of a of a larger corridor improvement that will serve as an alternative route to SR 20. This segment, the John Liner Road Arterial Improvements Project, extends from Township Street (SR9) to Reed Street. It is a 24-foot two-lane road with no curbs, limited drainage, 4-foot ditch on the north side, and unpaved shoulders. The goal is to upgrade this segment to serve a complete streets configuration with two 13-foot lanes, new curb and gutter, sidewalk on the south side, a ten-foot shared use path on the northside (currently in design as a separate TAP project), and a 3-5 foot planter strip as appropriate. The north side will also require installation of storm water system and treatment as part of new curb and gutter elements. All design elements are anticipated to be co-located within existing right-of-way, but minor strip acquisitions may be necessary. Topographic survey, environmental documentation (NEPA), and geotechnical evaluation will be supplemented as necessary; the decision was made to perform these functions over the entire right-of-way as part of the shared use path design effort. The City is seeking professional engineering and technical services for design and construction management of required street, multi-modal, sidewalk improvements, and ADA compliant amenities, for John Liner Road from Township Road to Reed Street. Project elements include: • Roadway design for a complete streets standard to include pavement overlay, lane reconfiguration and channelization, and sidewalk improvements. • Stormwater improvements. • Street lighting • Right of way acquisition as required.
