Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. A payment bond in an amount equal to 50% of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required. All bids for this project are subject to applicable public bidding laws of Massachusetts, including, but not limited to M.G.L. c.30, 39M. The Contractor must be pre-qualified and on MassDOT list of approved contractors. All work under this contract must conform to M.G.L c.30. sec.39S OSHA Compliance. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. Contracts will be awarded for each individual bid item included in the Form of General Bid to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder for the corresponding bid item. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays, and legal holidays excluded, after the opening of the bids. The Town reserves the right to waive any informalities, to accept or reject, in whole or in part, any or all bids, or take whatever other action may be deemed to be in the best interest of the Town. Deadline for Questions: Thursday, June 13, 2024, at 8:00 AM - Every request for such interpretation should be in writing addressed to Kyle Fox, Director, Department of Public Works, 28 North Street, Westford, MA 01886 or kfox@westfordma.gov All items of Work must be completed on or before August 15, 2024. All work shall be in conformance with the latest editions of MASSDOT SPECIFICATIONS FOR HIGHWAYS AND BRIDGES, MASSDOT SUPPLEMENTAL SPECIFICATIONS, and the MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD). All workmanship shall be of the highest quality. Any workmanship determined to be below the high standards of the particular craft involved will not be accepted and will be corrected and/or replaced as required by the Highway Superintendent. All materials shall meet the MassDOT Standard Specifications for Highways and Bridges in addition to the following specifications. All computationsfor Fast-Drying Paint are for 15 mil thick painted Pavement Markings as specified by MassDOT. All quantities of material shall be in the amount required by the Town and delivered at the time determined by the Director of Public Works. FAST DRYING TRAFFIC PAINT/THERMOPLASTIC REFLECTORIZED PAVEMENT MARKINGS Paint must be a fast drying, low VOC traffic paint that conforms to current federal and state requirements as well as state VOC limits and must not exceed 3 minutes dry time (i.e. Franklin Paint Turbo Dry Low VOC or Equivalent). Application of pavement marking shall be in accordance with Section 860 of Mass Highway Department Specifications. Fast drying white traffic paint shall conform to M7.01.10 and fast drying yellow traffic paint shall conform to M7.01.11. Both shall be reflectorized with glass beads for night visibility. Glass beads shall conform to M7.01.07. Installation of pavement marking shall be in strict conformance with the Federal Highway Administration's Manual on Uniform Traffic Control Devices, latest edition, unless directed otherwise by the Town. The Contractor must be able to provide the pavement marking service at nighttime as request by the Highway Department at no additional charge to the Town of Westford. Quantity of materials will be checked for mileage of paint applied
