Colorado Springs Utilities is conducting a two-step procurement process to pre-qualified contractors with a Statement of Qualification followed by an Invitation for Bid (IFB) to seek an experience in large diameter steel pipeline projects which included valve installation and valve vault construction. Once the design is complete, the pre-qualified Respondent/Bidder ("Contractor") will bid to perform the work. The Homestake System is a major raw water system for the cities of Colorado Springs and Aurora. As such, the safe and reliable operation of the Homestake System is of the utmost importance. The Otero Pump Station (PS), which is located approximately 9 miles northwest of Buena Vista, Colorado, along US Highway 24, and approximately 300 feet above the Arkansas River, is a key facility in the system. The Homestake System is a major raw water system for the cities of Colorado Springs and Aurora. As such, the safe and reliable operation of the Homestake System is of the utmost importance. The Otero Pump Station (PS), which is located approximately 9 miles northwest of Buena Vista, Colorado, along US Highway 24, and approximately 300 feet above the Arkansas River, is a key facility in the system. The original PS was constructed in 1966, with subsequent PS and suction/discharge pipeline improvements completed in 2002 and 2003. During shutdown or maintenance periods, it is often necessary to hydraulically isolate the 66- inch diameter PS discharge pipeline in order to remove pumps and control valves for cleaning, maintenance, replacement, or to perform maintenance on the surge tanks within the PS. Current procedures for these activities require draining more than 3,000 feet of the 66- inch diameter discharge pipeline, which results in a loss of water to Colorado Springs Utilities and Aurora Water. Draining and filling this pipeline also increases the PS facility downtime during unplanned maintenance events. Additionally, Colorado Springs Utilities has a safety requirement of requiring double isolation for any systems operating over 500 PSI. Installing the proposed isolation valve will satisfy the aforementioned issues that PS currently experiences. This project installs a 72-inch isolation valve and a vault on the 66-inch discharge pipeline at a location approximately 300 feet southeast of the Otero Pump Station that will see upstream pressures of up to 550 PSI. The project consists of a phased installation of a new raw water 72-inch Vanessa butterfly valve in a cast-in-place concrete vault to isolate a segment of the pipeline between Otero Pump Station and the newly proposed isolation valve. The work to complete the valve and vault installation can be summarized as follows (sequencing within each phase is not hardand-fast and will be left up to the Contractor): Phase 1- 2025 3.1.1.1. Procure Phase 1 materials and equipment ahead of the shutdown. 3.1.1.2. Excavate approximately 1,600 cubic yards of project site where the vault is to be installed. Expect rock outside the trenched area of the existing pipe that is to be removed. 3.1.1.3. Remove approximately 72 feet of existing 66-inch steel pipe. 3.1.1.4. Construct concrete vault floor slab. 3.1.1.5. Install new 66-inch steel pipe, 72-inch steel pipe, 66-inch by 72-inch reducers, 72-inch dismantling joint, and 72-inch steel spool piece in place of the future valve to reconnect to the existing Otero Discharge Pipeline. 3.1.1.6. Construct concrete walls to a specified partial height above the pipe penetrations. 3.1.1.7. Construct blowoff drain, sump drain and associated energy dissipation structure. 3.1.1.8. Provide temporary winter protection of pipeline and temporary other protections for project pause until Phase 2 (i.e., insulation of the exposed pipeline at the excavated area and inside of the vault to prevent freezing for 2025 winter service and covering up the excavated area to prevent wildlife falling or snow accumulation). Phase 2- 2026 3.1.2.1. Procure Phase 2 materials and equipment ahead of the shutdown. 3.1.2.2. Complete construction of vault concrete walls, sloped floor concrete grout, concrete roof slabs. 3.1.2.3. Install insulation panels and backfill. 3.1.2.4. Install the owner-provided 72-inch Vanessa butterfly valve and other piping and pipeline appurtenances. 3.1.2.5. Remove the spool piece installed during Phase 1 and return it back to the Owner. 3.1.2.6. Install all miscellaneous metals and hatches. 3.1.2.7. Install all required electrical/communication equipment. 3.1.2.8. Perform commissioning and testing. The Contractor shall provide the services of a factory-trained instructor for the purpose of training the Owner's personnel in the proper operation and maintenance of the electric valve actuator. Training shall consist of not less than 4 hours of field instruction in the configuration, operation, testing, calibration, troubleshooting, and maintenance of the valve actuator. 3.1.2.9. Final grading and site restoration. Substantial Completion of all project elements October 31, 2026 Final Completion- November 30, 2026
