Site work and paving for a road / highway in Porterville, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Furnishing to said City all labor, materials, equipment, transportation, and services for the Main Street Reconstruction Project, including asphalt, curbs, gutter, detectable warnings, fiber conduits, and all other appropriate appurtenances. Bond Notes: A Certified Check, Cashier's Check, or Bidder's Bond in the amount of ten percent (10%) of the bid made payable to the City of Porterville will be required to accompany each proposal. The successful bidder will be required to furnish the City of Porterville with a "Performance Bond" in the amount of one hundred percent (100%) of the contract and a "Labor and Materials Bond" in the amount of one hundred percent (100%) of the contract amount. Any contract entered into pursuant to this notice will incorporate only the applicable provisions of the State Labor Code. Compliance with the prevailing rates of wages and apprenticeship employment standards established by the State Director of Industrial Relations will be required. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at City of Porterville address and available from the California Department of Industrial Relations' Internet web site at http://www.dir.ca.gov/DLSR/PWD. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations, are referenced but not printed in the general prevailing wage rates. Special attention is directed to Section 1720.9 of the Labor Code which now provides that the hauling and delivery of ready-mix concrete for a Public Works project is subject to prevailing wage rates and other related requirements. Contractor is required to be in compliance with the Labor Code including sections 1771, 1774-1776, 1777.5, 1813, and 1815. As per SB854, passed by California State Senate on June 20, 2014, contractors and subcontractors will now be required to register with the California Department of Industrial Relations (DIR) to be eligible to be awarded a public works project or listed in a bid proposal. Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, disability, gender, age, sexual orientation, or religion will also be required. No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits of, or otherwise be subject to discrimination. The City hereby affirmatively ensures that minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, disability, gender, age, sexual orientation, or religion in any consideration leading to the award of contract. No bid will be accepted from a Contractor who is not duly licensed in accordance with the provisions of Chapter 9, Division III, of the Business and Professions Code, and has a current Class A, General Engineering, State of California Contractor's license. Owner Rights: The right is reserved by the City of Porterville to reject any or all bids, to evaluate the bids submitted and to award the contract according to the proposal which best serves the interests of said City. Upon receiving the "NOTICE OF AWARD," the successful bidder has TEN (10) DAYS to submit the signed contract together with all required bonds, insurance and licenses to the Project Manager, and meet with the City in a PRE-CONSTRUCTION MEETING to discuss any problems or questions pertaining to this project. It is the Contractor's responsibility to contact the City's Project Manager immediately, to arrange for the PRE-CONSTRUCTION MEETING during the TEN (10) DAY PERIOD. The Contractor shall have one hundred forty (140) working days from the effective date of the NOTICE TO PROCEED to complete the required work. The street must be completely open and usable by the Veteran's Day Parade scheduled for November 11, 2024. This deadline may require a pause in the construction timeline if the full project is not complete. The non-working period shall be in place from November 10, 2024 through January 3, 2025. The Contractor shall pay the City LIQUIDATED DAMAGES in the amount of THREE THOUSAND DOLLARS ($3,000.00) a day for each calendar day the project is delayed beyond the "TIME OF COMPLETION DATE." The City will withhold five percent (5%) retention from payments due the Contractor until thirty-five (35) days after date of recordation of the Notice of Completion. The Contractor may elect to receive one hundred percent (100%) of payments due under the contract by depositing securities of equivalent value with the City in accordance with the provisions of the California Public Contract Code Section 22300. Such securities, if deposited by the Contractor, shall be valued by the City, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 22300 and Section 16430 of the California Government Code. A log of borings is contained in the appendix for use by the Contractor. It is intended to aid the Contractor in establishing the type of soils to be encountered but may or may not be indicative of all soil types to be found throughout the project limits. Description of Work: Prior to excavation the Contractor shall sawcut all joint locations in order to provide a clean neat edge for pavement and concrete construction. Sawcut joints shall strictly conform to the alignments, widths and depths indicated in the construction Plans. If edges are damaged during excavation, Contractor shall provide additional cut as directed by the City Engineer, in order to provide a clean neat edge for asphalt tie-in.
