SOURCES SOUGHT NOTICE: Expedited California Road & Bridge Construction THIS IS NOT A REQUEST FOR PROPOSAL - SPECIFICATIONS ARE NOT AVAILABLE. Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration is contemplating a solicitation for a Multiple Award Task Order Contract (MATOC) for construction services located in and near the state of California. Projects will primarily involve improvements to low-volume and low-speed roadways ranging from 3R (resurfacing, restoration and rehabilitation) to full reconstruction. An early estimate of the value of projects solicited under the MATOC may range anywhere from $1M - $25M in value. The anticipated maximum capacity of the MATOC is $300M. Projects may include, but are not limited to the following: mobilization, earthwork, soil stabilization, structures, bridges, walls, drainage, surfacing, culverts, and parking lots. Projects may be located in environmentally sensitive areas that necessitate context-sensitive construction techniques and processes. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested contractors MUST submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Jorey Deml) for receipt by close of business (2 p.m. local Denver time) on: June 25, 2024. (1) A positive statement of your intention to submit a proposal for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB or WOSB) that apply to your business; (3) Letter from bonding agent stating your firm's bonding limit (single and aggregate); (4) A list of roadway construction projects involving mobilization, contractor sampling and testing, production and placement of aggregate, roadway pulverization, roadway excavation, embankment construction, reinforced embankment, walls (MSE, gabions, rockery, pile, etc.), bridges, drainage, placement of aggregate surface course, slope stabilization, asphalt surfacing and structural work. These projects should demonstrate your firm's ability to quickly mobilize and provide quality work in the state of California, Arizona, and Nevada. State whether your firm was the prime contractor or subcontractor on each project listed. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ Request for Information. Please provide the following information requested and/or answer: 1- If California based, how often does your firm bid and work on projects in Arizona and Nevada 2- This MATOC may include projects within close proximity of the border of California but within the states of Arizona and Nevada. What is the likelihood that your firm will bid on projects located in Arizona and Nevada 3- Is there any other limiting factor which would prevent or limit your company from crossborder construction projects The Method of Contractor Selection has not been determined at this Time.
