Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple-Award Task Order Contract (MATOC) for expedited road and bridge construction in and near the state of California. The work primarily involves improvements to low-volume and low-speed roadways, ranging from resurfacing, restoration, and rehabilitation (3R) to full reconstruction. Construction elements may include earthwork, soil stabilization, structures, bridges, walls, drainage, surfacing, culverts, and parking lots. Projects may be located in environmentally sensitive areas requiring context-sensitive construction techniques. The MATOC will support various partners including the National Park Service, Fish and Wildlife Service, United States Forest Service, Bureau of Land Management, state agencies, and local municipalities. Funding sources include the Federal Lands Access Program (FLAP), Federal Lands Transportation Program (FLTP), and Emergency Relief for Federally Owned Roads (ERFO). The MATOC will have a one-year base period and two two-year option periods, with a shared maximum capacity of $250 million and individual task orders ranging from $1 million to $25 million. Task orders will be awarded competitively among MATOC holders or via sole source when justified. All task orders will be firm fixed-price with specific completion dates. Contractors are expected to compete on all task orders and will be evaluated on past performance, bonding capacity, and relevant experience.
