THIS IS NOT A REQUEST FOR PROPOSAL. This pre-solicitation notice is for Solicitation Number 36C24224R0065 for Boiler Safety Deficiencies Corrections at the VA New Jersey Healthcare Systems (NJHCS) East Orange Campus. This requirement shall be a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all responsible SDVOSB's may submit a proposal, which will be considered by the agency. This project is classified under NAICS Code 238220 and has a size standard of $16.5 Million. STATEMENT OF WORK (SOW) 1. Contract Description. Furnish professional services for project 561-24-350 Boiler Safety Deficiencies Correction EO at the Veteran Affairs New Jersey Health Care System (VANJHCS), East Orange (EO), NJ.2. Background. VANJHCS EO have a central boiler plant to provide steam for heating and air conditioning, domestic hot water, kitchens and sterilization. Boiler plant safety, reliability, efficiency and equipment longevity are paramount concerns of VA Medical Center (VAMC) management. Boilers are extremely dangerous if not maintained properly. Due to recent Boiler Efficiency Inspection (BEI) conducted by VA Central Office (VACO) VANJHCS EO requires contract to install, repair, replace and test Boiler Plant Safety Devices to be compliant with latest versions/ editions of Veteran Health Administration (VHA) Directive 1810 and VHA Boiler Safety Device BEI Testing Manual (8th edition*) *At the time of preparing the Scope of Work BEI manual 8th edition was the latest one. Contractor to follow 8th edition or the latest edition available at the time of Contract Award. 3. Scope. The contractor will furnish all labor, materials, supplies, equipment, fork/ scissor lifts and transportation necessary to accomplish the services contained within this contract. Night/ weekend work shall be accounted for any work associated with boiler shutdowns. All new components to be properly tested, calibrated, labeled, and tagged. The selected contractor will perform all work contained within the Boiler Plant In Accordance With (IAW) latest versions/ editions of VA Directive 1810, VHA Boiler Safety Device BEI Testing Manual (8th edition*); Steam, Heating, Hot Water, and Outside Distribution System Design Manual. Where not defined, will be IAW good engineering and proven past practice accepted by industry standards and equipment manufactures. The selected contractor will perform all testing on new equipment, all four (4) of the boilers and associated existing plant equipment at the VANJHCS EO. Calibration/test sticker shall be affixed to each equipment and device after completion of tests. The contractor will coordinate with utility company PSE&G all gas shutdowns and testing. 4. Specific Tasks. The scope of work shall include but not be limited to the following main items: Install Maxon valve (6 or 8 ) on the main gas line which will be tied into the EDS switches. Size of the Maxon valve should be based on calculations of the max. output of 4 boilers : Trace wiring. Run conduit & wires from the gas line to the main panel before installing the gas valve. The gas company will have to be on site to shut down the gas line. Purge line with nitrogen. Cut section of 8 gas line and install set down flanges. If applicable reduce it from 8 to 6 (item dependent on the max. calculations of four (4) boilers output) Install Maxon valve with manual reset lever per spec. Test for leaks. Test EDS operation to make sure the gas valve shuts when EDS is pushed. NOTE: This work may have to be completed during night/ weekend shutdown. Welding permit will be required. DA Tank Low/High alarm panels: Remove old, provide and install new panel equipped with alarm siren and alarm silence button. Latching panel Dry contacts (3A @ 250V) alarm for high level (For the remote annunciation panel in the control room). Low level alarm light and alarm siren (Latching) manual reset at the panel. Dry contact (3A @ 250V) Alarm for low level (For the remote annunciation panel in the control room). Alarm silence button. 120V powered panel. Nema 4 enclosure. Surge/Condensate tank Low/High alarm panel: Install new panel equipped with alarm siren and alarm silence button. Latching panel Dry contacts (3A @ 250V) alarm for high level (For the remote annunciation panel in the control room). Low level alarm light and alarm siren (Latching) manual reset at the panel. Dry contact (3A @ 250V) Alarm for low level (For the remote annunciation panel in the control room). Alarm silence button. 120V powered panel. NEMA 4 enclosure. Install 10 PSI cast iron safety valve on DA Tank Test for leaks. Test operation. Install 1 Maxon gas valve on the main propane pilot line: Install 1 gas valve equipped with manual reset level on propane pilot. This valve will also be tied into the EDS emergency shut off circuit. Test for leaks. Test operation. Install (4) push/pull style EDS switches. Remove old switches and associated components where applicable. Install (2) by the man doors. Install one on the panel located outside of the operator s room. Install one in Chiefs office located on the second floor. Relocate High/Low main gas alarm pressure switches on the back wall. Run roughly 10Ft of A 3/4 conduit from the main panel to a junction box by the rear wall near the main gas line. Mount switches in a cabinet on the wall. Install lockable valves & test ports on both high/low alarm lines. Supply & Install (4) Siemens level transmitter: Take off existing level transmitters and install new Siemens transmitters. NOTE: This has to be done one boiler at a time, boiler must be locked out and free of steam pressure and drained down below the lowest leg. Supply and Install (4) Ashcroft resettable high limits: Install additional Ashcroft resettable high limit switches. Set up switch with Fluke meter to verify the trip point. Test operation after installation NOTE: This must be done one boiler at a time, boiler must be locked out and free of steam pressure. Raise (2) Ultima XA CO monitors up 2 : Raise (2) sensors up 2 to be in compliance. Supply 8 ea. additional sensors Calibrate all required sensors. NOTE: This must be done one boiler at a time, boiler must be locked out and free of steam pressure. Supply and Install High Propane Pressure Switch on the main propane line upstream of the Boilers. Supply and Install a New Low Atomizing Media Pressure Switch for onboard Compressors. 5. Specific Qualifications/ Certifications Prime contractor or subcontractor must be Cleaver- Brooks authorized and trained representative. Proper documentation must be provided. Technicians must have electrical safety training to meet the requirements of NFPA 70e. Technicians must have taken the OSHA Certified 10-hour construction safety course. Technicians must complete at least a 1 year of trade school and have 5 years of successful experience in this field. The experience shall be largely with institutional and industrial boiler plants similar in design to the VAMC plant. The VAMC facility manager/engineer may define and accept equivalent qualifications. Technicians must demonstrate familiarity with and ready access to the current versions of the following references: National Fire Protection Association (NFPA) 85 Boiler and Combustion Systems Hazards Code VHA Boiler Plant Safety Device Testing Manual, Latest Edition Technicians must be equipped with portable electronic flue gas analyzers and other test instruments necessary for the required tests and calibrations, all calibrated within 1 month of the site visits. At facilities with programmable digital controls, the technicians must be capable of programming the controls and have the appropriate hardware and software for this. 6. Performance Monitoring (if applicable). The Contractor shall inform Contracting Officer (CO), the Contracting Officer Representative (COR) and COR-Alternate (COR-A) (if applicable) of all work completed. Work shall be coordinated with facility thru the COR/ COR-A. COR/ COR-A will monitor the contractor work performance on daily basis and the contractor is required to submit daily progress report to the COR/ COR-A 7. Security Requirements.General Contractor s employees shall not enter the project site without appropriate security badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. No photography of VA premises is allowed without written permission of the Contracting Officer except as specifically required by the scope of the work. VA reserves the right to close or shut down the project site and order General Contractor s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A 9. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. Not Used b. Identification of Potential Conflicts of Interest (COI). Not Used e. Inspection and Acceptance Criteria. Contractor to inspect, test and commission all required components for proper operation. The COR/ COR-A is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. 9. Risk Control All welding will require VANJHCS EO permit approved by VA Safety Department Contractor shall take all measures for safety and infection control and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period. 10. Place of Performance. Boiler Plant, Building 8.Minimize interference of construction activities with flow of Medical Center traffic, keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. 11. Period of Performance. Contractor to start immediately after receiving the NTP, estimated completion time is 270 calendar days which includes approximately 7 months of lead time for certain equipment All other details and information shall be contained in the solicitation which shall be posted on sam.gov. The solicitation will be released on or about June 28, 2024. The response submittal address, date and time will be included in the solicitation. This project requires bonding, and all responses/submissions shall be electronic; faxed or hand delivered proposals will not be accepted. All prospective bidders must be currently registered in sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.va.gov at the time of offer submission and before award of this procurement.
