The Village of Palm Springs ("Village") is seeking Qualifications from a qualified contractor ("firm") for the design, manufacture and installation for LED message sign boards throughout the Village over the course of the next three years. The project consists of designing, manufacturing and installation of five (5) LED message sign boards located at major gateways and corridors throughout the Village, as further described in the Request for Qualifications ("RFQ") solicitation. Any questions regarding this RFQ must be submitted in writing to the Village Clerk at procurement@vpsfl.org. Questions and requests for clarification and additional information must be received before the deadline for submission of questions on June 28, 2024, at 5:00 PM local time. Late Qualifications will not be considered for award. . The Village reserves the right to accept or reject any or all Qualifications, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the Village. Pursuant to Section 2-355 of Palm Beach County Ordinance No. 2011-039, and the purchasing policies of the Village of Palm Springs, once the deadline for submissions of Qualifications passes, this RFQ will be under the "Cone of Silence" until the appropriate authority has approved an award recommendation, rejected all responses, or some other action by the Village to end the solicitation process. This limits and requires documentation of communications between potential respondents and/or respondents, the Village's professional staff, and the Village Council members. SCOPE OF SERVICES: The scope of services is a general guide to the services the Village expects to be performed by the selected Respondent and is not a complete listing of all services that may be required or desired. The desired services include design, permitting, manufacturing, and installation of LED message sign boards throughout the Village. Description of Proposed Project The Village is requesting the services of a qualified contractor experienced in sign manufacturing and installation to design, permit, construct and install a total of five (5) LED monument message sign boards located in strategic locations within the Village. The LED message sign boards will be installed over the course of a 3 year period as Village budgets permit. The following locations have been identified for the LED message sign boards: 1. Village Hall - Davis Road entrance 2. Village Hall - Alemeda Dr. and Cypress Lane 3. Davis Road and 10 th Ave. North - north and south sides of the intersection in the existing curb islands (2 signs total) 4. Greenbrier Dr. and Congress Ave. - within the existing curb island The selected contractor shall work with the Village to design a standardized LED monument sign board that will be consistent with the Village code of ordinances and meets the distinct architectural style of the Village. Upon final acceptance of the sign design, staff will work with the selected contractor to develop a cost budget for each sign location, inclusive of all permitting, demolition, clearing, manufacture and installation. Once the project costs have been developed and accepted per each location, the Village will release the contractor to begin permitting and construction of the LED message sign boards and issue an associated Task Order.
