Bids Are Invited for the Following Contract: Installation of New Sidewalks, Curb Cuts, Accessible Ramps and Associated Improvements, Etc. Bid security must be accompanied by a certified/cashiers check or Bid Bond in the amount of ten percent (10%) of the bid amount, made payable to The Borough of Oakland within ten (10) days after Notice of Award. The Borough of Oakland reserves the right to reject any and all bids and to accept the bid which is in the best interest of the Borough. the Owner Reserves the Right to Waive Any Informality or to Reject Any or All Bids. Compliance is Required With the Davis-bacon Act and Other Federal Requirements in the Contract Documents Including but Not Limited to Equal Employment Opportunity, Nondiscrimination in Hiring Practices, Goals for Minority and Female Participation, Mbe and Wbe Participation, Participation by Section 3 Residents and Businesses, and Related Matters. A. It is the intent of these specifications and accompanying drawings to describe all the materials, labor, equipment and method of construction necessary for the Oakland Borough – Westfall Avenue Sidewalk Improvement Project, Phase B B. The Contractor shall furnish all labor, materials, equipment, machinery, apparatus, and tools and perform all operations necessary to install, equip, adjust and put into satisfactory operation, the work specified and shown on the Drawings, and shall connect the various items or sections of the work to form a complete and properly operations whole. Any labor, materials, equipment, or apparatus not specifically mentioned herein or shown on the Drawings, which may be necessary for the proper completion of the entire work or of the individual items thereof, within the intent of these Specifications and Drawings, shall be furnished by the Contractor without additional compensation. C. Each Bidder should visit the site of the proposed work and fully acquaint himself with existing conditions relating to construction and labor, and shall fully inform himself as to the facilities involved, the difficulties and restrictions attending the performance of the Contract. The Bidder should thoroughly examine and familiarize himself with the drawings, Technical Specifications, and all other Contract Documents. The Contractor by the execution of the Contract shall in no way be relieved of any obligations under it due to his failure to receive or examine any form or legal instrument or to visit the site and acquaint himself with the conditions there existing and the Owner will be justified in rejecting any claim based on facts regarding which he should have been on notice as a result thereof.
