Site work, paving and renovation of a mixed-use development in Williamsport, Pennsylvania. Conceptual plans call for site work for a playground / park / athletic field; sidewalk / parking lot; for paving for a sidewalk / parking lot; and for the renovation of a playground / park / athletic field.

Improvements at Elm Park include resurfacing of tennis courts and resetting of fence, conversion of two tennis courts to pickleball courts, installation of a prefabricated ADA accessible restroom, construction of an ADA accessible walking path and parking spaces with signage and may include installation of security measures such as cameras and fences, and all related appurtenances. The project may be designed with the tennis courts as an alternative in the bid in case the bid comes in too high to complete the entire scope. A map of the site is attached. Design work is expected to begin at the time of execution of a professional services agreement. City Community Development Block Grant funds will be utilized for construction and therefore timeliness is of utmost importance. These services include all necessary design and specifications for the bidding of and contracting for the Elm Park Improvements project. The City of Williamsport, proposes to use a recently approved Community Development Block Grant to make improvements at the Elm Park Complex. The following narrative outlines the major responsibilities of the proposers. These responsibilities include the entire project from design to final inspection.
