The Contractor shall fully complete the Project within 120 Calendar Days after the Contract Time commences. A Bid Bond or certified check on a reputable bank in the amount equal to five (5%) percent of the total amount of the Bid must accompany each Proposal. The Owner reserves the right to accept or reject any or all Bids and to waive any technicalities, irregularities or informalities therein, to determine which is the lowest and best bid to accept and to approve the Bond. Bid may be modified or withdrawn by written request of the bidder received in the office of the City Clerk, prior to the time and date for bid opening.
