WWTF Bio Solids Disposal The Scope of Work consists of the following: Vendor is to provide all labor, materials, tools, equipment, and supervision to transport and/or dispose of the City of Fernandina Beach WWTF's Class B residual bio-solids & sludge material at the Vendor's off-site land application facility. Vendor's land application site is to be in accordance with the attached City of Fernandina Beach's Wastewater permit. The bio-solids/sludge material consists of Class B solids (less than 12% to 25% solids) as approved in the City of Fernandina Beach's Wastewater Permit. Term of Contract shall be one (1) year. The Contract may be extended on the same terms and conditions for up to two (2) additional one-year periods upon mutual agreement of both parties. Any questions regarding the City's Bid requirements or process can be directed in writing to Wanda Weaks, Purchasing Agent at wweaks@fbfl.org. Award recommendation shall be made to the most responsive and responsible bidder offering the best value. The City reserves the right, based upon its deliberations and in its opinion, to accept or reject any or all proposals. The City also reserves the right to waive minor irregularities or variations to the specifications and in the bidding process. Should the awarded CONTRACTOR fail to complete work and make the area available for use within the stipulated period CONTRACTOR may be assessed by the CITY the amount of one hundred dollars ($100.00) for each consecutive calendar day that expires after the time specified for completion and ready for final payment until the work is complete. The per diem charge may be invoked at the discretion of the CITY and said sum to be taken as liquidated damages and deducted from the final payment or charged back to CONTRACTOR This deduction is in addition to other remedies available to the CITY pursuant to Florida Statutes or the terms and conditions of this solicitation." Insurance requirements are outlined in the General Conditions of this Invitation to Bid. Bid bonds requirements are outlined in the General Conditions of this Invitation to Bid. If Bid is less than $100,000 no Bid Bond or Payment and Performance Bond required. o If Bid is greater than $100,000 and is for material only, a Bid Bond is required but no Payment and Performance Bond is required. o If Bid is $100,000 - $200,000, and is for services, a Bid Bond is required but no Payment and Performance Bond is required. o If Bid is greater than $200,000, and is for services, Bid Bond and Payment and Performance Bond is required. The City reserves the right to accept or reject any or all Bids, to waive irregularities and technicalities, and to request resubmission or to re-advertise for the services. The City shall be the sole judge of the submittals. The City's decision shall be final.
