The General Municipal Authority of Harveys Lake is requesting Bids for the 2024 SUBAREA 2 SANITARY REHABILITATION PROJECT, generally consisting of a Base Bid for the cleaning, televising, and lining of approximately 2,700 linear feet of an existing 12-inch and 15-inch ACP gravity sewer main. There are (2) Bid Alternates including video inspection of approximately 4,500 feet of 8-inch sanitary sewer and 50 laterals as defined in the Specifications. Bids shall be on a lump sum and unit price basis with bid alternates as indicated in the Bid Form. Each Bid, when submitted, must be accompanied by a Bid Security in an amount equal to 10% of Bidder's maximum Bid price to be furnished in accordance with the Instructions to Bidders, and include all forms, qualification statements, affidavits and certifications, as more particularly listed in the Bidding Documents. The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, and a Labor and Material Payment Bond, each in an amount at least equal to the Contract Price. Prevailing Wages in accordance with provisions of Pennsylvania Prevailing Wage Act 442 and contained in the Contract Documents, must be paid throughout the duration of this Project. The Labor Standards and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts. In addition to EEO Executive Order 11246, Contractors must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction work force for contracts in excess of $10,000 as per the notice of requirement for affirmative action as contained in the contract documents. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and regulations set forth in 24 CFR, Part 135.
