Site work and paving for a mixed-use development in Vancouver, Washington. Completed plans call for site work for a multi-residential development; playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; and sidewalk / parking lot.
The Housing Authority of the City of Vancouver (VHA) is issuing this invitation to bid with the intention of awarding a contract for the purchase of general contractor services for work to be performed as outlined in this solicitation, in accordance with RCW 39.26. A Contract may be awarded to the lowest responsive, responsible bidder. The VHA reserves the right to amend and modify this competitive solicitation. Questions/clarificatons are due by August 13, 2024 at 5:00PM (PT). Questions or concerns regarding this competitive solicitation must be directed to Procurement and submitted electronically through Public Purchase. Questions raised at any pre-bid conference and during the Q&A period will be answered and posted to Public Purchase as received or as an addendum. Communication about this solicitation with any VHA employee other than Procurement staff will disqualify your bid. This Contract shall commence upon the date of execution for a term of one (1) year and may be renewed for additional one-year terms up to a maximum of five (5) years in total. Prices will be adjusted upon annual renewal. The Contract is subject to earlier termination. SCOPE OF WORK The primary focus of the project is to upgrade the campus' appearance and add several community amenities. This work will include the painting of all buildings; the removal of existing carports and minor pavement repairs; creation of several accessible parking stalls; the interior renovations of the community clubhouse; replacing 64 resident patio doors; the construction of a fenced dog-walk area, a new playground, and an outdoor community gathering space behind the clubhouse; and other scopes of work. Subcontractor eligibility and approval will be determined by the VHA. Bidders must be able to timely provide subcontractor alternates upon request. This is a public works project, and the following applies: 1. This project is subject to prevailing wage law and requirements. 2. Residential rates do not apply. 3. A 5% retainage applies unless stated otherwise. 4. Performance and payment bonds (100%) are required. a. However, a contractor may request to apply 10% retainage to the contract in lieu of obtaining a performance and payment bond for contracts not exceeding $150,000. To be permittable, a performance and payment bond must meet the requirements set forth in the contract documents. 5. A Notice of Completion must be filed with L&I for contracts exceeding $35,000. a. Retainage will not be released until all three agencies have provided approved retainage release letters (DOR, ESD, L&I).
