Site work for a playground / park / athletic field in Millbourne, Pennsylvania. Completed plans call for site work for a playground / park / athletic field.

Removal of existing wood carpet mulch and installation of poured-in-place rubber/urethane fall protection under existing playground equipment, approximately 400 S.F., and installation of low impact sensory play equipment and trash/recycling receptacles. No official interpretation ofthe meaning ofthe plans, specifications or other pre-bid documents will be made to any bidder orally. Every request for such interpretation or request to use alternate products or materials shall be submitted in writing via the "Questions" feature within PennBID for review by Dennis F. O'Neill, P.E., Millbourne Borough Engineer, and to be given consideration, must be received at least seven (7) days prior to the date fixed for the opening of bids. Any and all such interpretations and any supplemental instructions will be in the form ofwritten addenda to the specifications which, ifissued, will be distributed to all prospective bidders via PennBID, not later than three (3) days prior to the date fixed for the opening of bids. Failure of any bidderto receive any such addendum or interpretation shall notrelieve such bidder from any obligation under his/her bid as submitted. All addenda so issued shall become part of the contract documents. payment bond and performance bond for 100% of the contract price. The successful Bidder will be required to furnish a Contractor's Performance Bond and a Labor and Materialmen's Bond in an amount of the accepted bid. A Maintenance Bond in the amount of 15% of the Final Contract amount will be required for a period of 18 months from the date of final acceptance by the Borough. The Surety Company and form of surety shall be subject to the approval of Millbourne Borough. The Bond Company should have no less than an "A" rating (Best Rating) and provide documentation of their authority to do business in the Commonwealth of Pennsylvania. In addition, the Bond should be provided without a reinsurer. No bidder may withdraw his bid within ninety (90) days after the date set for the receiving and opening of bids. The Borough of Millbourne reserves the right to accept any or all bids or parts thereof, or to reject any or all bids or parts thereof, for any cause whatsoever, as they deem for the best interest of the Borough. Each bid must be accompanied by a signed commitment of the proposed surety offering to execute a Performance Bond as well as the Statement of Bidder's Qualifications and all forms required by the County of Delaware including but not limited to Bid Bond, Certified Check, or Letter of Credit, the Letter of Intent, Certificate of Authority/Statement Accompanying Proposal, the Non-collusion Affidavit, Waiver of Liens, Bidders Responsibility Questionnaire (300-9), and Subcontractor Declaration Form. The Millbourne Borough Wister Drive Park Improvement Project is an activity of The County of Delaware Office of Housing and Community Development. This Community Development Activity is being undertaken with Federal Financial Aid under Title I of the Housing and Community Development, Act of 1974 (P.L. 93-383), U.S. Department of Housing and Urban Development. The successful bidder will be required to comply with all of the requirements set forth in the Agreement between the County of Delaware and The Borough of Millbourne. The estimated cost for this project is $52,000 - $55,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
