This is Just a Sources Sought Seeking Sources for Generator Operation and Maintenance. See Attached Draft Performance Work Statement for Details of the Generator Operation and Maintenance. There are two El Paso Electric Seasons: On-Peak Season occurs during the months of June, July, August, and September, Monday through Friday, from Noon through 6:00PM. All remaining months, days, and times are EPE's Off-Peak Season. During the On-Peak Season hours (12:00 to 6:00 PM), the cost of electricity is approximately 5 times the cost compared to the Off-Peak Hours. Therefore, the Fort Bliss Garrison avoids the additional pricing by participating in the Interruptible Tariff Agreement. To meet Fort Bliss' part of the ITA which is to reduce/shed demand load (kW) within 30 minutes, the scope of this PWS to meet this ITA not only includes the operation and maintenance of utility scale, 13,800-volt generators, but also the manual switching of loads within the Rio Grande Electric COOP's distribution system. Period of Performance: The Period of Performance consists of a base year plus four (4) - One (1) year options, and a Dash 8 - six month period. The period of performance is reflected in the attached table: Base Year 1 July 2024 through 30 June 2025 Option Year I 1 July 2025 through 30 June 2026 Option Year II 1 July 2026 through 30 June 2027 Option Year III 1 July 2027 through 30 June 2028 Option Year IV 1 July 2028 through 30 June 2029 Dash-8 Extension 1 July 2029 through 31 December 2029 The Method of Contractor Selection has not been determined at this Time.
