The City of Cleveland, Tennessee is requesting qualifications from qualified and experienced consultants to perform a Downtown Development Economic Impact Study. The essential purpose of the study will be to determine the market, opportunities, demand, and impact of existing and potential redevelopment and infrastructure improvements in the urban core. The study is expected to be completed and delivered to the City Manager within 4 months after award. Responsibilities of the firm include, but are not limited to: Required Scope of Services Downtown specific and community-wide economic and demographic analysis, including population growth projections Identification of priority downtown projects (provided by city) Market and opportunity analysis (supply, demand, future growth) Retail Hotel Residential Restaurant/bar Office Entertainment Sports tourism Arts Other Recommended growth targets per use type (all above uses) High-Level Master plan/Site Mapping to locate recommended uses on opportunity sites into cohesive, walkable area Projection of demand/absorption of uses by type (20-year timeline or whatever you want) Projection of economic, tax and jobs impact of the new developments over the 20-year period Recommended next steps to move toward coordinate execution Financial feasibility of each use by type Any project questions should be directed to C. Evaluation Statements of qualifications submitted by the deadline will be reviewed and evaluated on the following criteria (relative weight): Qualification and competence of firm. Provide firm biography and history of firm's business. (35%) Staff experience in type of service being sought. List recent experience in similar projects and provide name, address and telephone number of primary contact person. (35%) Capability of firm to perform desired service within acceptable time frame. Discuss availability of key personnel and past performance record. List other major projects and staff responsibilities that may be performed concurrently. (30%) The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase II of the evaluation, if required. However, the City of Cleveland reserves the right to make a selection based solely on statement of qualifications received. The selected firm will be expected to negotiate fair/reasonable fees and enter into a formal contract. If negotiations fail, then the selection committee will negotiate with the next most qualified firm until a satisfactory agreement has been reached. Any documents submitted to the City of Cleveland in response to the Request for Qualifications are considered public record and will be open to inspection by any citizen of Tennessee. The method of Contractor Selection has not been Determined at this time.
