The City of Port Angeles is requesting statement of qualifications from firms that can assist with the City in creating a Pavement Management Plan (PMP) report identifying street maintenance priorities within city limit. The City of Port Angeles (City) is pursuing engineering support services for a Pavement Management Plan (PMP) report and is to include a semi-automated Pavement Condition Index (PCI) survey in the City to be used to update the City's StreetSaver subscription database and GIS database for the purpose of aiding the City with its pavement management. The report is intended to assist the City of Port Angeles with identifying street maintenance priorities specific to the City. The report examines the overall condition of the street network and highlights the impacts of the various funding levels on the network pavement condition and deferred maintenance funding shortfalls. The Metropolitan Transportation Commission, MTC, StreetSaver Pavement Management Program (PMP) is to be used for this evaluation. The intent of the program is to develop a maintenance strategy that will improve the overall condition of the street network to an optimal Pavement Condition Index in the 60 to 80 range and to maintain it at that level. The PMP described herein shall be performed by a Consultant team composed of professionals (engineers, technicians, etc.) with credentials, experience, specialized skills and a high level of technical knowledge to visually inspect, performance test as warranted or at the direction of the City, evaluate and document the condition of the pavement facilities. The StreetSaver PMP will maximize the cost-effectiveness of the maintenance treatment plan by recommending a multi-year street maintenance and rehabilitation plan based on the most cost-effective repairs available. A comprehensive preventative maintenance program is a critical component of this plan, as these treatments extend the life of good pavements at a much lower cost than rehabilitation overlay or reconstruction treatments. To this end, various 'what-if' analyses (scenarios) are to be conducted to determine the most cost-effective plan for maintaining the City of Port Angeles' street network over five years and at various funding levels. The report will detail possible funding sources to achieve the necessary funding levels. The analysis will consider other transportation priorities and funding demands for the City's ADA Transition Plan and Complete Street Resolution. Proposals shall be submitted by firms that are capable and experienced in the type of work described in this Request for Qualification (RFQ). In addition, all interested firms shall have readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. Interested consulting firms are encouraged to submit concise and clear responses to the Request for Qualifications. Responses of excessive length or complexity are discouraged. Statements of Qualifications shall be limited to ten (10), single sided, 8 1/2" x 11" pages, including cover letter. Task 1: Pavement Management Plan - Budget Options Report Task 2: Pavement condition survey, the semi-automated pavement condition surveys shall be performed using Dynatest Pavement Condition Survey System (PCSS) equipped with the following (or approved equal) Task 3: Survey all major arterial or primary streets in two (2), and the residential streets and alleys in one (1) direction Task 4: Utilize existing GIS data (to be provided) Task 5: GIS data linked to StreetSaver database Task 6: Distress rating strategy to be used Task 7: Distress data shall be utilized to update the City's existing StreetSaver database Task 8: StreetSaver based analysis Question Deadline 08/01/2024 at 5:00 PM PT The City will not respond to any inquiries submitted after this date/time.
