This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached. This award will be based on LPTA. The solicitation number is USCG-SPS-0004 and is issued as a Request for Quotation (RFQ). SERVICE CONTRACT ACT WD # 2015-5549 REVISION # 23 LAST REVISED DATE DECEMBER 26, 2023 APPLIES. This acquisition is set-aside 100% for SMALL BUSINESS. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. Seattle, WA 98134 United States DESCRIPTION OF REQUIREMENT: The contractor must provide all personnel, equipment, transportation, tools, materials, supervision, and other items and services necessary to restripe the parking lots, including handicapped spots, pedestrian walkways, and roadways. Contractor shall ensure all employees shall possess required licenses/certificates as required by Federal, state, and local authorities. Contractor shall provide for the safe, careful, and efficient operations of all tools and equipment. All tools and equipment shall be in good operating condition when calibrated, when required. Contractor shall utilize WA State DOT traffic paint. Contractor shall ensure all areas are cleaned and prior to painting. Contractor shall restripe all parking areas. All handicap spaces shall be marked with handicapped symbol on blacktop. Contractor shall restripe all the roadways. Contractor shall restripe all pedestrian walkways. WORK TO BE COMPLETED IN ACCORDANCE WITH (IAW) ATTACHED STATEMENT OF WORK (SOW). UPDATES LISTED BELOW: -Site visits are welcomed. Please coordinate with the POC: Darryn Hughes, darryn.m.hughes@uscg.mil/ 360-417-5839 Paint all existing parking space lines and crosswalks - approximately 5000 linear feet of traffic yellow paint. Paint all existing roadway dividing lines - approximately 800 linear feet of traffic yellow. Paint all existing road boundary lines; approximately 6000 linear feet of white. Paint all handicap parking spaces - approximately 100 linear feet of blue. All paint lines must be straight, 4 inches+/- 0.5 inch wide, and must conform to the same standards used on Washington state highways.
