The City of Lowell Department of Planning and Development is seeking transportation planning consultant services for the preparation of supplemental safety action sub-plans focusing on the Acre, Back Central, and Lower Highlands neighborhoods of Lowell. The proposed project would conduct supplemental planning evaluations to complement a Regional Safety Action Plan prepared by the Northern Middlesex Council of Governments (NMCOG), the Metropolitan Planning Organization for Lowell. The supplemental planning activities would include four topical safety sub-plans to educate a strategic implementation plan to eliminate traffic fatalities, maintain slower vehicle speeds, increase traffic safety education, and create safe multi-modal transportation opportunities. Question Deadline 08/06/2024 at 5:00 PM ET Any request for clarification to, or relief from, the specifications, must be submitted in writing to the attention of the assigned Buyer at the Purchasing Department's office. A certified check made payable to the "City of Lowell" in the amount of 0% must accompany this bid. Bid bonds are acceptable. A performance bond in the amount of 0% of the total dollar award is required prior to contract execution. A payment bond in the amount of 0% of the total dollar award is required prior to contract execution. The Purchasing Agent reserves the right to reject any or all bids and to accept any bid, in whole or in part which it considers to serve the best interest of the City of Lowell.
