Public Utility District No. 2 of Grant County, Washington (District) is requesting submission of qualifications to provide Professional Services as needed to provide Electrical power modeling for District facilities from the time awarded through December 31, 2025. Firms must meet a minimum set of qualifications in order to be considered for evaluation pursuant to RCW 39.80, if proposing to utilize Engineers for any portion of this work. All necessary information concerning the instructions for preparing proposals is provided in the attached Request for Proposals (RFP). Firms must meet a minimum set of qualifications in order to be considered for evaluation pursuant to RCW 39.80. These qualifications are: o Must be a registered Engineering firm in the State of Washington if proposing to utilize Engineer's for any portion of the work. o Must have provided Electrical Power Modeling Services for a minimum of five years. o Must have an established office within a circle centered on Ephrata, WA and extending a radial distance of 270 air miles, except for distribution engineering services the office must be within 170 air miles. o Must agree with the terms and conditions of the sample contract (RFP Attachment A). o Must be familiar with power modeling of facilities that included both new (1 - 5 years) and older (6+ years). o Must be familiar with existing District facilities and electrical systems. The District is a municipal corporation in the State of Washington empowered by law to construct, operate and maintain electric properties within and without the confines of the District. The District is administered by a five-member Board of Commissioners elected on a nonpartisan ballot by voters within Grant County, Washington. The contract for Professional Services is anticipated to include, but not necessarily limited to, the following: District Wide facilities power study and arc flash hazard analysis (approximately 575,000 square feet in multiple buildings throughout Grant County) - Review and document existing electrical system infrastructure and equipment - Create model of existing building electrical systems utilizing software specializing in Power System Study modeling and analysis - Utilize system model to perform short circuit analysis to ensure proper electrical equipment ratings - Utilize system model to perform Arc Flash Hazard Analysis to indicate incident energy levels at electrical equipment during fault conditions - Provide report of system model results - Create and install equipment Arc Flash labeling indicating equipment incident energy levels and approach distances The method of Contractor Selection has not been Determined at this time.
