The Town of Braintree hereby solicits bids for Town-wide maintenance and repairs of Town-owned traffic signals and equipment as determined necessary and as directed by the Department of Public Works - Engineering Division. The selected vendor will be listed as the Town's on call traffic signal technician for the period of September 2nd, 2024 to September 2nd, 2025. The Town of Braintree seeks a Traffic Control Signal Maintenance Contractor to perform services for the Town of Braintree as requested, providing normal, routine, and emergency services on a 24-hour, 7 day per week basis (including holidays) with a response time of not more than 45 minutes for emergency calls. The work shall consist of providing routine traffic signal maintenance and repair services, emergency oncall repair services, parts replacement and upgrades to existing traffic signals. The selected firm must have the resources and abilities to service traffic signal controllers, conflict monitors, switches, flashers, traffic detection equipment including but not limited to cameras, radar, microwave detectors and inductive loop systems and any other associated traffic equipment. The selected firm must also have the ability to install various traffic signal poles and control cabinets, and be able to provide a utility service truck when required. All work shall comply with NEMA requirements and procedures. All equipment shall be on the State of Massachusetts "Approved List". Vendors are required to have at least three (3) years' experience in Repair and Maintenance of Traffic Control Signals in a Town of similar size and scope. Bidding contractors must be on the Massachusetts Department of Transportation approved list for Traffic Signal Maintenance. All bidders must submit a MassDOT "Certificate of Approval" with the Bid. The Town may award multiple contracts in response to these specifications which shall be effective for a period of one year. Upon the satisfactory performances of the vendor(s); the Town of Braintree may extend the contract(s) for two (2) additional terms of one (1) year each. Contract(s) shall renew upon anniversary date of contract execution. The Town shall have full discretion with respect to the extension of this contract. The selected vendor will be responsible to respond to all traffic signal issues as directed by the Town during the stated period. In the event of a system malfunction, equipment damage, external damage, or equipment failure an authorized Town representative will notify the contractor who shall then dispatch a licensed electrician with the skills and knowledge required and any vehicles and equipment needed to perform diagnostics of the issue and then make repairs as necessary to resume operation of the traffic signal. In the event of the need for extensive repairs, the contractor shall notify the Town's Engineering Department and request authorization to proceed in ordering all materials required and shall immediately begin making those repairs. In the event that the contractor is unresponsive to an emergency call, arrives beyond the specified response time, or fails to correct the signal deficiency then the Town shall notify that contractor of its unresponsiveness and proceed to the vendor with the next lowest bid price for that emergency call and all future emergency calls under this bid for the specified duration. Questions will be accepted until Friday, August 16th, 2024. The successful bidders will be required to conform to the payment of Prevailing Wage Rates, as determined by the Commissioner of Labor & Industries under the provision of M.G.L. Chapter 149, Section 26 to 27D as amended. All bids must be accompanied by a returnable bid deposit in an amount that is five percent (5%) of the value of the bid. Bids shall be in accordance with M.G.L. Chapter 30B, Chapter 149 as amended, and Chapter 30, Sections 39A, 39B and 39F-R. The right is reserved to reject any or all bids or to accept any part of a bid or the one deemed best for the Town and waive any informality in the bidding if it is in the best interest of the Town to do so. A 5% certified check or bid bond is required (Based on $50,000 estimation) A 50 % Payment bond is required and NO Performance Bond is required.
