the town of westbrook is seeking qualifications statements from qualified engineering consulting firms licensed in the state of connecticut to provide professional engineering services to the town for the route 1 (boston post road) east sidewalks project (the project). the town is following the qualifications-based selection (qbs) process established by public law 92-582 (40 isc 1101 et seq.) for the selection of engineering services for this project. the town invites engineering consulting firms to submit qualifications to the town. the town of westbrook is seeking to engage the services of a consulting engineering firm to provide engineering services for the preparation of contract plans and documents for the following project: route 1 (boston post road) east sidewalks, transportation alternative (ta), state project number 154-130, design, permitting and the preparation of bid documents for the construction of sidewalks, drainage and associated improvements on the boston post road (route 1) running from goodspeed drive, easterly to old forge road in westbrook, connecticut. the consulting engineering firm selected will be required to provide survey, prepare environmental documents, bid documents, prepare department of transportation and department of energy and environmental protection permit applications, town of westbrook permit applications and ascertain where easements will be required and may also be required to perform construction inspection services the purpose of the project is to provide a continuous sidewalk along a section of the boston post road (route 1) commencing at goodspeed drive and running easterly to the intersection of old forge road, and to address existing storm drainage issues along this same section of highway. while this area of route 1 contains some existing sidewalks, as well as existing drainage, they are not adequate for present use and conditions. the project will also incorporate retaining walls, guiderail, and sidewalk ramps. the town intends to select a firm to begin design of the project in the fall, 2024 to have the project start construction in the fall of 2025 or the spring of 2026. firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. the consulting engineering firm will be evaluated and selected based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of federal, state, and municipal procedures, appropriately weighted in descending order of importance. the design fee will be negotiated on a lump sum basis. the disadvantaged business enterprise (dbe) sub consultant goal will be no less than eight percent (8%) of the original agreement value. the selected firm must meet all municipal, state and federal affirmative action and equal employment opportunity practices a letter of interest, together with general information on the firm and proposed subconsultants, the firm's brochure, current federal form sf330, experience of the firms, and resumes of key personnel. additionally, all interested firms must submit a detailed statement, including the organizational structure under which the firm proposes to conduct business. proposed sub consultants should be clearly identified. the relationship to any "parent" firm or subsidiary firm, with any of the parties concerned must be clearly defined. personnel in responsible charge of the projects will be required to possess and maintain a valid connecticut professional engineer's license.
