OVERVIEW The Town of Lisbon, CT, with a population of approximately 4,300, is located in the southeastern CT region and the southern extent of the Last Green Valley National Heritage Corridor. Spanning over 16 square miles, Lisbon offers a unique blend of suburban, rural and agricultural living with proactive and responsive municipal officials, competitive taxes, an excellent school system, excellent highway access and convenient shopping for goods and services. Adopted in 2016, the most recent Plan of Conservation and development for Lisbon is a 10-year plan. The 2026 POCD update is expected to remain somewhat similar to the existing plan structure with minor modifications while addressing identified development and policy needs of the Town for the next ten (10) year horizon period. The 2016 POCD is expected to be slightly modified with this update to improve policy coordination and address any recent statutory updates. Principal elements are expected to address the following areas: 1) Introduction, Including Past and Present Lisbon 2) Vision and Objectives 3) Conservation and Preservation of Community Character (including environmental, cultural, agricultural, historic, recreation and open space resources) 4) Municipal Facilities and Infrastructure, Public Utilities (including water and sewer service areas and recommendations, recommended roadway connections, and transit service areas) 5) Sustainable Residential, Community and Economic Development (including energy efficient development patterns, clean, efficient and resilient buildings, green development, and renewable forms of energy and energy conservation) 6) Recommendations for Appropriate Revision and Refinement of Zone Boundaries 7) Future Land Use Plan, Conclusions and Implementation 8) Action Agenda 9) Affordable Housing Plan Update (Appendix) 10) Other Appendices Review of Planning Documents, Policies and Regulations Several other planning documents and initiatives should be reviewed, as appropriate, and be integrated into this POCD update. Such plans include but are not limited to: 2016 Plan of Conservation and Development Lisbon Open Space Plan 2019 Southeastern CT Regional Bicycle and Pedestrian Master Plan Last Green Valley National Heritage Corridor Updates Metrics Identified by Sustainable CT 2017 Multi-Jurisdictional Natural Hazard Mitigation Plan Latest Effective Flood Insurance Rate Mapping and Policies for Lisbon, CT SCCOG Regional Plan of Conservation and Development State Plan of Conservation and Development 2017 Comprehensive Economic Development Strategy (CEDS) Town of Lisbon Affordable Housing Plan (2022) Question Deadline 08/26/2024 at 3:00 PM ET Submit questions concerning this RFQ through the Town of Lisbon website via the CONTACT form. The successful firm shall provide services to the Town of Lisbon relating to development of the Plan of Conservation and Development update in accordance with Connecticut General Statutes (CGS) Section 8-23, as amended. Successful firms will have an understanding of recent trends in municipal planning and development, mixed use development patterns, affordable housing policies promoting housing diversity, choices and opportunities, sustainable community and economic development, economic diversity, social equity and inclusion, and environmental justice and stewardship. Additionally, firms should have a demonstrated record in engaging diverse stakeholders. While the final project plan will be developed with the selected firm, it is anticipated that the scope of services will generally consist of the following professional practice components: 1. Project Initiation, Kickoff and Management 2. Review of Existing Plans, Policies and Regulations 3. Community Engagement and Stakeholder Involvement 4. Data Collection and Analysis, GIS Mapping 5. Vision and Goal Setting 6. Draft Plan Development (including a project schedule and sample project budget) 7. Public Review and Revision 8. Final Draft Plan Preparation and Adoption 9. Implementation Strategy The above scoping framework shall include, but not necessarily be limited to, addressing the following more specific areas of interest within these components: 1) Identification of audiences for the planning document and means of communication and interaction during document production. 2) Development of a scope that allows for document production and contract authorization to occur in stages upon completion and provision of deliverables. 3) Preparation of a draft table of contents and storyboards. 4) Approaches to public engagement, use of social media, public surveys and increasing public participation in the planning process 5) List of "must-have" maps, photos, charts, and other graphics, including any necessary copyright authorizations will need to be acquired. In addition, all mapping shall be consistent and compatible with SCCOG and Town of Lisbon property mapping and GIS platforms. 6) Details of the document review process, including the number and duration of revision cycles, list of reviewing entities, and point persons responsible for consolidating comments and making changes to the draft document. 7) Clarification of how the document schedule relates to, and is coordinated with, the overall project schedule, including public engagement events and activities. 8) Identification of how public comments will be addressed. 9) Selection of and coordination regarding publication software. 10) Identification of the formats in which the final plan document will be delivered (e.g., print, digital, web based) and details of hard copy printing and electronic delivery options. 11) Explanation of team members' respective roles in formal adoption of the planning document. 12) Description of planning document close-out process.
