Automated Weather Observation System (AWOS) Networking Services. The intent and purpose of this Invitation for Bids (IFB) is to establish a requirements-based, term contract for Automated Weather Observation System (AWOS) Networking Services to be provided on an as-needed basis, as specified herein for the Virginia Department of Aviation (DOAV). The contract term will be effective for one (1) year with four (4) successive, one (1) year renewal options. Contractor shall maintain a system, including all hardware equipment and software components of such system, which shall provide network communications services for the interface, collection, interpretation and transmission of Automated Weather Observation System (AWOS III/IV) data elements. Contractor's system shall be approved by the Federal Aviation Administration (FAA) for interfacing with the current National Airspace Data Interchange Network (NADIN) system and for entering data from AWOS-III/IV into the NADIN. In addition, Contractor's system shall be able to communicate with DBT Transportation Services, Vaisala and Qualimetrics AWOS-III/IV systems. Ownership and maintenance of all hardware components and licensing of all software components of Contractor's system shall be the responsibility of the Contractor. DOAV shall not maintain ownership of hardware or license to software required for providing Services pursuant to this Contract. The Commonwealth may make such reasonable investigations as deemed proper and necessary to determine the ability of the bidder to perform the services/furnish the goods and the bidder shall furnish to the Commonwealth all such information and data for this purpose as may be requested. The Commonwealth reserves the right to inspect bidder's physical facilities prior to award to satisfy questions regarding the bidder's capabilities. The Commonwealth further reserves the right to reject any bid if the evidence submitted by, or investigations of, such bidder fails to satisfy the Commonwealth that such bidder is properly qualified to carry out the obligations of the contract and to provide the services and/or furnish the goods contemplated therein.
