Minimum Qualifications The following qualifications are the minimum required qualifications that a Proposer must meet for a proposal to be considered responsive: o The Proposer or Proposer's employees shall have 10 years of experience in water supply and land use consulting services in California. o The Proposer shall possess knowledge of state and local policies, regulations, and codes regarding groundwater banking, water transfers, sustainable groundwater management, and shall be familiar with local conditions relating to land uses, water markets and transactions, and diverse stakeholders in San Joaquin County or other Central Valley counties. o The Proposer or Proposer's employee shall have a strong understanding of the Sustainable Groundwater Management Act and recently completed Groundwater Sustainabilty Plans and datatsets. o The Proposer or Proposer's employee shall have familiary with the San Joaquin Valley, its characteristics and complexities, and experience working with regional specific projects and stakeholders. o The Proposer or Proposer's employee shall have experience working on water rights applications, including but not limited to, temporary permits for groundwater recharge.
